Project Description:
 The Department has received a State Facility Permit application from Owens Corning for modification of the facility at 1277 Feura Bush Road, Town of Bethlehem, Albany County. The facility owner is Ownes Corning, One Owens Corning Parkway, Toledo, OH. The facility consists of two wool fiberglass insulation manufacturing lines each with a glass furnace. The applicant has proposed restricting the potential to emit of these emission sources through enforceable permit conditions which will limit or cap at a level which is (for emissions the difference between future potential and prior actual emissions), less than the significant emission rates. These limits are less than 100 tons per year for Carbon Monoxide (CO), 40 tons for Oxides of Nitrogen (NOx), 40 tons for Sulfur Dioxide (SO2), 25 tons for Total Particulate, 15 tons for Particulate Matter less than 10 microns (PM-10), 40 tons for Colatile Organic Compounds (VOC), 0.6 tons for Lead and 3 tons for Fluorides. These limits are the applicability threshold of 40 CFR 52.21, Subpart A-Prevention of Significant Deterioration of Air Quality (PSD) and 6 NYCRR Part 231-2, New Source Review in Nonattainment Areas and Ozone Transport regions. By accepting these state and federally enforceable limits, the facility will not be subject to these regulations. The applicant has agreed to permit conditions which will limit emissions by restricting the volume of glass pulled. The permittee will be required to maintain records and report this data to verify compliance with permit conditions and limits. The application is available for review at the Region 4 Office. Comments will be received for 30 days from the date of this notice.

 The Department has received a State Facility application for Hanson Quarry & Asphalt Plants, on NYS Route 5 and Kennedy Road, Town of St. Johnsville, County of Montgomery, owned by Hanson Aggregates New York of Jamesville, NY. The facility is involved with the production of hot mix asphalt as well as the mining and processing of dolomite rock. The mining and processing of dolomite rock is being permitted separately. The facility includes generators and two hot mix asphalt plants. In order to remain below the applicability threshold for Title V permitting, the applicant has proposed restricting the potential to emit through enforceable conditions which will limit or cap emissions at a level which is less than 100 tons per year for sulfur dioxide (s02). In addition, the applicant has proposed restricting the potential to emit through enforceable conditions which will limit or cap emissions at a level which is less than 50 tons per year of volatile organic compounds (VOCs) and 100 tons per year of oxides of nitrogen (NOx) - the applicability thresholds for 6NYCRR Part 212.10 (VOC RACT and NOX RACT). The applicant has agreed to permit conditions which will limit SO2, VOC, and NOx by restricting monthly emissions and will be required to maintain records and report this data to verify compliance with conditions and limits.
