Project Description:
 The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) & title V of the federal Clean Air Act Amendments, and made tentative determination to approve the application for the existing municipal waste combustor facility consisting of two OConnor rotary massburn waterwall municipal waste combustor units. Based on thenominal design capacity of 242.5 tons/day, the facility is considereda small plant under the definition used by United States Environmentalprotection the prevention of significant deterioration (psd) permit issued in 1984. the psd arose from reviews of 40 cfr 52-a.21(j)(2), psd of air quality, best available control technology (bact). the facility was also permitted under nys regulation 6NYCRR part 219 (incinerators). when over lap, the permit contains the most stringent limits, including emission limits, monitoring conditions & record keeping requirements. in accord- ance with 6nycrr part 621.6(d)(9)the administrator of usepa has author- ity to bar issuance of any title v permit it it is determined not to be in compliance with requirements of clean air act or 6nycrr part 201.
