Project Description:
 The Department has made a determination to approve and has prepared a draft Title V facility permit. The facility, which is located on the east side of Independence Road approximately 1,000 feet south of the intersection with Fulmer Valley road, is a natural gas storage facility consisting of four natural gas fired stationary reciprocating internal combustion compressor engines, two rated at 1500 HP and two rated at 1000 HP. There is also one 200 HP emergency generator which is operated less than 500 hours per year which is exempt from permitting per 6 NYCRR Part 201-3.2(c)(6) and from NOx RACT per 6 NYCRR Part 227-2.4(f)(3). Other exempt equipment are two triethylene glycol dehydration stills and reboilers, a boiler, heaters, a parts washer, and nine tanks. The compressor engines are subject to the opacity limitations of 6 NYCRR Part 227-1.3(a) and the NOX emission limit of 3.0 grams per brake horsepower-hour found in 6 NYCRR Part 227-2.4(f)(2). In accordance with 6 NYCRR Parts 621.5(d)(9) and 201-6.4(c) the Adminis- trator of the United States Environmental Protecton Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.

Project Description:
 The applicant proposes to remove approximately 722 cubic yards of gravel from a 130 linear foot gravel bar along Clear Creek. The gravel will be removed by a skimming type operation and all removal will occur above the normal low water elevation of Clear Creek at the site. The project is located at the applicant's property at 29 North Route 62, approximately 1,300 feet southwest of the intersection of NYS Route 62 and County Road 67.

Project Description:
 This Department has made a determination to approve and has approved a draft State facility permit for the Zoar Compressor Station facility located at Wilson and Conerts Roads in the Town of Collins, Erie County. This facility is a natural gas storage facility consisting of eight 150 HP natural gas compressor engines. There is also one 173 HP emergency generator operated less than 500 hours per year which is exempt from permitting per 6NYCRR Part 201-3.2(c)(6) and from NOx RACT per 6 NYCRR Part 227-2.4(f)(3). Other exempt equipment are two boilers, four hot water heaters, six space heaters, one main gas heater, one parts washer, and twelve storage tanks. Compressor engines #1, 2, & 3 will each be operated for less than 1500 hours per year and compressor engines #4, 5, 6, 7, & 8 will each be operated for less than 4500 hours per year, based on a 12-month rolling average, to restrict the NOx potential-to-emit for the facility to less than 100 tons per year. This caps the facility below the applicability threshold of 6 NYCRR Part 227-2, NOx RACT. The annual operating hours caps are based on an emission factor (21.50 g/hp-hr) developed by the engine manufacturer from manufacturing data and calculations and/or test data from other identical engines.
