Project Description:
 The Department proposes to issue an initial State Facility Air Permit for the Rochester Psychiatric Center located at 1600 South Ave. in the City of Rochester, Monroe County. The facility uses three 14.7 MMBtu/hr dual fuel Cleaver Brooks boilers that burn either #2 fuel oil or natural gas to heat the facility. The applicant proposes to include federally enforceable permit conditions which will limit or "cap" the facility's emissions of Sulfur Dioxide (SO2) and Oxides of Nitrogen (NOx) to less than 100 and 40 tons per year (tpy) which is below the thresholds of Title V and 6 NYCRR Part 227-2, NOx RACT regulations. This will be accomplished by restricting total facility fuel usage per 12 month rolling average to below 2,097,796 gallons of #2 fuel oil and 374 million cubic feet per year. By accepting these state and federally enforceable limits, the facility will not be subject to Title V or 6 NYCRR Part 227-2 NOx Ract regulations. The applicant has agreed to maintain records that verify facility emissions during any consecutive 12 month period. All required records must be maintained on site for a minimum of 5 years and made available to the Department upon request to verify compliance with permit conditions. Project Description:
 The Department has made a tentative determination to approve this application for a new permit for a surface discharge of treated sanitary wastewater to a tributary of Black Creek from the applicant's proposed septic tank, sandfilter, and post aeration treatment system. The proposal includes the replacement of an existing failed sand filter system with a new system as well as the repair of the existing system. Project Description:
 The applicant's waterfront property is experiencing erosion due to water running over the top of the bluff, eroding the the bluff face creating a ravine, and undermining the access stairway. Within this ravine area only, the applicant proposes to install a subsurface drainage pipe, excavate and grade, at a 1:5 slope, ~300cy of soil from the upper bluff face to replace lost soil at the toe, and install ~20' of rip rap to protect the toe; thus stabilizing the bluff area and creating an access pathway. Project Description:
 The Deparment has made a tentative determination to modify the SPDES permit to discharge treated municipal wastewater to the West River from the Village of Rush Wastewater Treatment Plant located at Warehouse Street in the Village of Rush. The changes include the elimination of CBOD and TSS loading limits because the water quality based concentration limits were determined to be protective of in-stream dissolved oxygen. In addition, the changes include the establishment of protective seasonal limits for ammonia and CBOD5. A draft permit is available for review and comment at the NYSDEC regional office.
