Project Description:
 The Department has received a state facility application from Beeche Systems Corp., for one air pollution control permit to operate a surface coating process discharging to emission points 1 and 2, located at Bldg. #202 in the Scotia/Glenville Industrial Park, Scotia, NY 12302. The applicant has proposed to accept a cap on emissions of Volatile Organic Compounds (VOCs), any single Hazardous Air Pollutant (HAP) and any combination of HAPs which will restrict the potential to emit from this source to levels which are below the applicability threshold for Title 6 NYCRR Part 228 and Title V of the Clean Air Act. By accepting these state and federally enforceable limits, Beeche Systems Corp. will not be subject to these regulations. The applicant has agreed to permit conditions which will limit emissions of VOCs and any single HAP to less than 10 tons per year and any combination of HAPs to less than 25 tons per year, through restrictions of paint usage to 2000 gallons per any 12 consecutive month period. The permittee will be required to maintain records and report this data to verify compliance with permit conditions and limits. The application is available for review at the Region 4 Office, 1150 North Westcott Road, Schenectady, NY 12306. Comments will be received for 30 days from the date of this notice.
