Executive Towers located at 1020 Gand Concourse, Bronx, provides heat and water by two identical Eastmont Federal FST-400 boilers. Each boiler has a maximum rated capacity of 18.0 mmbtu/hr heat input. The facility-wide emissions for oxides of nitrogen (NOx) exceed the major pollutant threshold defined in 6NYCRR Subpart 201-6. Executive Towers is seeking to cap out of NOx emission requirements by accepting a limitation on the amount of #6 fuel oil fired. The total annual usage of #6 fuel oil shall not exceed 666,600 gallons on a 12-month total rolling basis. The facility is subject to the provisions of 6NYCRR 201-5. To demonstrate compliance with permit limitation the permittee will be required to maintain monthly records of the qualtity in gallons of fuel used at the facility and have these records available upon request.

Project Description:
The applicant proposes to temporarily install and operate twelve wellpoints, operating six pumps, each with a capacity of 1750 gallons per minute to lower the water table to facilitate the construction of an underground combined sewer overflow tank. The wells will operate 24 hours per day, seven days per week, pumping approximately 15 millions gallons per day of groundwater totaling 3 to 4 billions gallons over the duration of this nine months of dewatering. The discharge water will be directed to Paerdegat Basin via a settlement tank. This intended dewatering is a part of the Paerdegat Basin Combined Sewer Overflow 50 million gallons Underground Storage Tank Order on Consent, DEC Case No. R2-3351-90-12, CSO Abatement Order and is exempt from SEQR. However, a FEIS was completed. The project is located north of Flatlands Avenue, west of Ralph Avenue, south of Bergen Avenue and extending east just beyaond Avenue K, in the County of Kings.

Project Description:
Brooklyn V A Medical Center (DVA), located at 800 Poly Place in Brooklyn, NY, is a 262-bed hospital which provides emergency, surgical and medical services to Veterans. The facility operates four boilers which supply steam for the space heating of the building. The facility also has five internal combustion engines which burn only natural gas. By implementing NOX emission controls and capping the facility-wide usage of oil, the facility's potential of NOX emissions will be below 25 tpy. Project Description:
401 W 24 St., New York, NY 10011, is an apartment complex with a boiler plant. The boiler plant consists of one emission point with two boilers that fire residual oil. The applicant shall cap from the requirements of 6NYCRR 201-6 by accepting a fuel use limit for residual oil of 666,000 gallons per year (as per the requirements of 6NYCRR 201-7.3). The facility shall utilize a fuel flow monitor to assure compliance with the fuel cap and shall maintain records of fuel monitor readings for a minimum of five years.

Project Description:
The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the applicant's existing bakery - Interstate Brands Corp., located at 168-23 Douglas Ave., Jamaica, NY. The facility is subject to Title V permitting requirements of 40 CFR 70 and 6NYCRR Part 201-6 as determined by actual emissions of VOC. The Title V permit contains a complete listing of the applicable Federal, State and compliance monitoring requirements for the facility. Project Description:
Clean Water of New York, Inc., located at 3245 Richmond Terrace, Staten Island, operates a waste oil reprocessing and storage facility. The primary function of the facility is to separate water from oil which is recovered from barges brought to the facility for cleaning and/or servicing. The recovered oil is sold as industrial fuel. Occasionally, tank barges containing other petroleum products and additives are cleaned at the facility as well. The facility operates a number of internal combustion engines to provide power for on-site equipment including an air compressor and a forklift. The subject facility is seeking to obtain the Air State Facility Permit with the cap below 49,000 lbs./year for NOx emissions. The facility will not exceed a total emission rate of 49,000 lbs./yr. of oxides of nitrogen as determined by summing the indi- vidual monthly emissions furing any consecutire 12-month period. The permittee will be required to maintain records of the qualtity in gallons of each delivery of fuel to the storage tanks at the facility and have these records available upon request by the regulatory agency.
