Project Description:
 The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments for the existing facility-wide air emissions from Crawford Furniture, Jamestown Division located at 1061 Allen Street Extension. Crawford Furniture, Inc., Jamestown Division manufactures wooden residential furniture. The unrestricted potential to emit for total hazardous air pollutants (HAPs) and a single HAP, toluene, exceed the major source thresholds. The facility, however, has accepted federally enforceable permit conditions to limit total volatile HAPs and toluene to less than 25 tpy and 10 tpy, respectfully, to avoid applicability of 40 CFR Part 63 Subpart JJ, the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Wood Furniture Manufacturing Operations. The facility consists of a wood-fired boiler that fires wood waste generated on site and surface coating process wastes. The facility is a major source of volatile organic compounds and uses reasonably available control technology (VOC RACT, 6 NYCRR 228) compliant coatings. Coating and solvent consumption records are kept to track the actual emissions of total HAPs and of toluene. The wood working area processes raw materials into furniture parts. In accordance with 6 NYCRR Part 621.5(d)(9) and 201-6.4(c), the Administrator of the Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.

Project Description:
 The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Site located at the south end of Walden Avenue in the City of Jamestown. This application is for an Air State Facility Permit of an existing permitted asphaltic concrete producing operation. The current permits have federally enforceable limits on production, capping all criteria pollutants below Title V thresholds, with the exception of carbon monoxide. This permit proposes new capping limits on production to 145,000 tons per year for each of Emission Points 1 & 2 and 850,000 tons per year for Emission Point 3 - thus limiting all criteria pollutants below Title V thresholds for the facility.  The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Jamestown Macadam Plant #4- Poland Site located on the west side of U.S. Rt. 62, approximately 1500 feet north of the NYS Rt. 17 Interchange in the Town of Poland. This is an Air State Facility Permit of an existing permitted asphaltic concrete producing operation. The current permit has federally enforceable limits on production at 720,000 tons of asphalt annually, thus capping all criteria pollutants below Title V thresholds. This permit proposes new capping limits on production at 650,000 tons of asphalt annually, thus limiting all criteria pollutants thresholds below 25 tons annually.  AS PART OF THE APPROXIMATELY 284 ACRE SOUTHPOINTE PLANNED COMMUNITY, IT IS PROPOSED TO CREATE A 3.3 ACRE WETLAND TO MITIGATE FOR THE LOSS OF 2.64 ACRES OF FEDERALLY JURISDICTIONAL WETLANDS. A PORTION OF THE 3.3 ACRE MITIGATION WETLAND WILL BE WITHIN 100 FEET OF THE TW-16 WETLAND, A CLASS II WETLAND. THE 3.3 ACRE WETLAND CREATION AREA WILL BE FORMED BY EXCAVATING TWO SHALLOW BASINS (2.9 AND 0.4 ACRES) THAT WILL BE FED BY DIRECT PRECIPITATION AND OVERFLOW FROM AN ADJACENT STORMWATER MANAGEMENT POND. THE MITIGATION WETLAND WILL BE LOCATED APPROXIMATELY 1,400 FEET SOUTHEAST OF THE INTERSECTION OF BASELINE AND STALEY ROADS.

Project Description:
 The Department has prepared a draft State Facility Permit for an expansion of sponge making operations at the 3M Tonawanda facility. The expansion includes the installation of three new lamination lines and associated equipment and increased production on existing equipment. This permit establishes annual permit limits for emissions of sulfur dioxide, sulfuric acid mist and hydrogen sulfide at levels below PSD applicability for an existing major facility. Also, an annual emission limit is established for Volatile Organic Compounds (carbon disulfide) below applicability levels of 6 NYCRR Part 231-2. In addition to the annual contaminant limits, the solvent recovery unit will be replaced and meet higher control efficiency requirements. Project Description:
 The Department has made a tentative determination to approve this application for a modification of SPDES Permit No. NY-0167355. The project involves relocation of three sanitary septic system subsurface discharges totalling 2530 gallons per day (GPD) and for a replacement of a swimming pool water seepage pit. The draft permit also includes three proposed trench drain surface discharges of 40 GPD each treated by grit/oil/ water separators with discharge toward East Koy Creek. The facility is the Letchworth Public School located at the corner of School Road and Jordan Road in the Town of Gainesville. A draft permit has been prepared and is available for review at the DEC Region 9 Office.
