Project Description:
 The Department proposes to issue an initial State Facility Air Permit for the Rochester Psychiatric Center located at 1600 South Ave. in the City of Rochester, Monroe County. The facility uses three 14.7 MMBtu/hr dual fuel Cleaver Brooks boilers that burn either #2 fuel oil or natural gas to heat the facility. The applicant proposes to include federally enforceable permit conditions which will limit or "cap" the facility's emissions of Sulfur Dioxide (SO2) and Oxides of Nitrogen (NOx) to less than 100 and 40 tons per year (tpy) which is below the thresholds of Title V and 6 NYCRR Part 227-2, NOx RACT regulations. This will be accomplished by restricting total facility fuel usage per 12 month rolling average to below 2,097,796 gallons of #2 fuel oil and 374 million cubic feet per year. By accepting these state and federally enforceable limits, the facility will not be subject to Title V or 6 NYCRR Part 227-2 NOx Ract regulations. The applicant has agreed to maintain records that verify facility emissions during any consecutive 12 month period. All required records must be maintained on site for a minimum of 5 years and made available to the Department upon request to verify compliance with permit conditions. Project Description:
 The applicant proposes installation and operation of a new underground fiber optic cable that will extend from Interstate 90 to the City of Rochester. Disturbance to the environment is limited because the route is along existing roads and a railroad right of way. Although the route is in existing rights of way these roads and rights of way pass through protected wetlands, streams, archeologically sensitive areas and inactive hazardous waste sites. If a permit is issued it will contain conditions to protect the environment and the public health.
