Project Description:
 The applicant proposes to operate a solid waste transfer station for the transfer and processing of construction and demolition (C&D) debris. The facility would accept C & D wastes from roofing, drywall, siding , and home remodeling projects; and also household junk wastes. Wastes would be received via the company's own rental rolloff/trucks, as well as from outside sources from the counties of Albany, Schenectady, Rensselaer, Saratoga, and Washington.The site is currently operated as a C & Drecycling facility by Construction Debris Recycling, Inc. (CDR) which has a Manufactures Exemption and Beneficial Use Determinations (BUD s)from this Department. The existing 6,500 sq ftconcrete floored pavilion type building will be used as a tipping pad and transfer point for C & D wastes. The existion 7,500 sq ft metal processing building occupied by CDR will be used as a tipping and transfer point for household wastes, waste wallboard and roofing shingles. An open cement pad will be constructed and used for piling wood and lumber prior to crushing and transport to a pressboard manufacturer. Total capacity shall be limited to 225 tons per day or less. This site is a 10 acre par celat 849 First Street, formerly occupied by Albany Alloys

Project Description:
 The applicant has requested a modification of its SPDES permit to authorize the discharge of treated stormwater containing runoff from aircraft deicing areas to the West Branch of the Shaker Creek from a new outfall identified as Outfall 025. The applicant proposes to construct a full scale wastewater treatment plant incorporating anaerobic and aerobic processes to produce an effluent that will be protective of water quality. The draft permit contains both end of pipe and instream monitoring. The modification would also delete outfalls 002 and 005 which are road drainage discharges and which are no longer owned or operated by the Airport Authority. Outfalls 006, 018, 020, 021, and 022, which were temporary discharges authorized during Airport construction activities, would also be deleted. The draft permit is available for inspection and comment at the Regional Office. SPDES # NY0212245.
