Project Description:
The applicant proposes to install and operate: a 36 inch diameter natural gas transmission pipeline for approximately 376 miles; and an additional 24 inch diameter pipeline for approximately 39 miles; and two measurement and /or regulation facilities at Ramapo and Mount Vernon. Approximately 382 miles of on-land pipeline construction is on or adjacent to existing electric or gas pipeline right-of-way. Generally, the construction work area will be 75 feet wide with an additional 25 feet for construction access and 25 feet for soil storage in agricultural lands, and extra width required at stream, wetland, road and railroad crossings. The project will cross 317 perennial streams and 206 intermittent waterbodies. The Department's jurisdiction is limited to issuance or denial a Section 401 of the Clean Water Act Water Quality Certification. The Federal Energy Regulatory Commission has jurisdiction to issue or deny a federal license under the federal Natural Gas Act for this undertaking, and is conducting its review according to the National Environmental Policy Act. THIS PROJECT IS LOCATED IN WESTCHESTER, ROCKLAND, ORANGE, SULLIVAN, DELAWARE, BROOME, TIOGA, CHEMUNG, STEUBEN, ALLEGANY, CATTARAUGUS, AND and Chautauqua Counties.
