Project Description:
 The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Middletown Psychiatric Center in the City of Middletown, Orange County, New York. The facility operates two (2) 26.8mm BTU/hr and one (1) 20.8mm BTU/hr boilers. Each of the three (3) boilers can utilize the combination of No. 2 fuel oil, No. 6 fuel oil and natural gas. The facility has accepted fuel through-put limits to cap out of the applicability thresholds for Title V. The application and draft permit are available for review at the Region 3 Office of the NYS Department of Environmental Conservation. Project Description:
 The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and the Federal Clean Air Act Amendments and made a tentative determination to approve this application for Champion Technologies Center located in the Village of West Nyack, Rockland County, New York. This permit application includes restricting the potential to emit from this facility through enforceable permit conditions which will limit air emissions at a level below the applicability thresholds for Title V. The facility is a research and development laboratory facility for pulp and paper manufacturing operations. Emitting units at the facility include three natural gas fired boilers, two pilot paper coating machines equipped with natural gas fired dryers, an Ultratrace laboratory, various other analytical laboratory operations and a diesel powered emergency generator. The facility's potential to emit both VOC and NOX is capped below the 25 ton thresholds. Records of fuel usage and VOC usage will be kept by the facility to ensure compliance with the emission caps. The Application and Draft Permit are available for review at the Region 3 Office of the New York State Department of Environmental Conservation.

 The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the Applicant's hospital located in the village of Nyack, Rockland County, New York. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Admini- strator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. The aplication and Draft Permit are available for review at the Region 3 office of the NYS Department of Environmental Conservation.
