Draft EIS

Saratoga County - The State Education Department, as lead agency, has accepted a Draft EIS on the proposed additions and alterations in the Shenendehowa Central School District to the Senior High School East , SED Project No. 52-03-02-06-0-008-011 and the Senior High School West, SED Project No. 52-03-02-06-0-004-014. Comments are requested on the Draft EIS and will be accepted by the contact person until November 20, 1999. The action involves the addition of 61,000 square feet. The project is located at 970 Route 146, in the Town of Clifton Park.

Project Description:
The project involves dredging about 166 cubic years of material (i.e. accumulated silt) from an existing pond. The approximately .25 acre pond is a manmade pond created by a diversion of Lyon Brook which lies just north of the pond. The dam creating the pond is an earth and rock dam with a concrete spillway. Water flow to the pond will be diverted to the brook by placing a sand bag coffer dam in the channel at the entrance to the pond. A winter road will be constructed across the project site to the pond to allow an excavator and trucks to gain access to the pond. Once the winter road has been constructed the applicant will excavate about two feet of silt from an area within the pond that is about 25 feet by 80 feet. The excavated material will be hauled form the site by truck to an off-site location for drying and re-use as top soil. The applicant proposes to undertake the project in the winter so th winter road will freeze. There are freshwater wetlands on the site and adjacent to the pond and the brook. The project site is located on the west side of NYS Route 3, in the Town of Franklin, Franklin County. The project site is within a Low Intensity land use area on the Park Plan Map.

Project Location: Tupper Lake
Project Description:
The proposed project involves a greater than 25 pecent expansion of a sand pit that pre-existed the enactment date of the Adirondack Park Agency Act. The applicant proposes to continue mining an approximately 2.7 acre sand pit for municipal purposes and reclaim approximately .7 acres of previously mined area. The Village proposes to extract an average of 2,500 cubic yards of sand on an annual basis with a maximum annual extraction of 5,000 cubic yards. The sand will be used for sanding and repair of Village roads. The Village proposes to operate the sand pit in the Spring from April 1st to June 30th and in the Fall from September 1st to November 30th, Monday through Friday from 7:30 am to 4:00 pm. Operations at other times of the year would be only for emergencies. All sand removed from the site is trucked to and stored at the Village Garage on McLaughlin Avenue. The sand pit is located in both the Village of Tupper lake and the Town of Altamont and is accessed from Little Wolf Road via Washington Street. The site is situated within Hamlet and Moderate Intensity land use areas on the Park Plan Map.

Project Description:
The facility (Northern Lake George Resort) is a resort which offers up to 20 seasonal berthing spaces to the general public and scuba instruction. A marina permit is required for these activities. An application was originally received by the Commission in 1988 for these existing activities. The application was never resolved. At this time the Commission will review the ability of the resort to provide services in support of these activities. No expansion of the facility is proposed. A draft permit has been prepared.
