Statewide - The New York State Department of Environmental Conservation (NYSDEC) is making available for public comment a Draft Addendum to the Division of Water Technical and Operational Guidance Series (TOGS) No. 1.1.1, entitled Ambient Water Quality Standards and Guidance Values and Groundwater Effluent Limitations. The primary purpose of this TOGS is to provide a compilation of these values for use in Department programs, including the SPDES permit program. The purpose of the Addendum is to add guidance values and groundwater effluent limitations for five substances, including methyl ter-butyl ether (MTBE). Guidance values are used by the Department in the absence of standards in regulation; they are authorized by regulation (6 NYCRR Part 702) and derived according to rigorous scientific procedures that are in regulation (6NYCRR Part 702). The guidance values being added are of the Health (Water Source) or H (WS) Type, derived to protect sources of potable water. The NYSDEC has worked closely with the New York State Department of Health (NYSDOH) in the derivation of these values. The NYSDOH is currently preparing the necessary regulatory documents to revise their drinking water standard (Maximum Contaminant Level or MCL) for MTBE as well. The Draft Addendum is shown in its entirety below. The Tables refer to tables of the same number in the existing June 1998 edition of TOGS 1.1.1, dated June 1998.
