Project Description:

WestWind Ag, LLC, seeks the necessary permits to expand the life of mine area at the West Wind Farms mine site from 8.62 acres to 71.01 acres to accommodate aggregate mining, intra-mine haul roads and stormwater control features. The expansion area is located north and east of the existing mining operation and would be operated in 9 phases with concurrent reclamation and no more than 20 acres will be affected at any one time. The application also proposes to lower the mine floor from 365' amsl to 340' amsl. Processing will continue to include the use of a portable dry screener. No change in truck traffic is anticipated as no change in production rates is proposed. The site will be reclaimed to agricultural use after reclamation. A draft Environmental Impact Statement (DEIS) has been prepared by the applicant and has been accepted by the Lead Agency for the purpose of public review and comment.

Following the public comment period, the Department will make a determination on whether substantive or significant issues have been raised as defined in 6 NYCRR Part 621 Uniform Procedures and an Adjudicatory Public Hearing should be scheduled before an Administrative Law Judge. In order to raise substantive and significant issues, written comments expressing objections to or opposition to the application must explain the basis of that opposition and identify the specific grounds which could lead the Department to deny or impose significant permit conditions on the project. Project Description:

The New York State Department of Environmental Conservation (DEC) has prepared a draft permit and has made a tentative determination to issue a State Facility Permit Modification for the construction and modification of the Schenectady Cores and Castings (SCC) process at General Electric Company's (GE) Steam Turbine Generator Global facility located at 1 River Road, Building 66, City of Schenectady. The facility includes manufacturing of steam turbines and generators. Other operations include research and development to support steam turbine and generator manufacturing.

Equipment will be installed for the purpose of modifying the ventilation for an existing ingot saw and associated high-efficiency particulate air (HEPA) filter. Given that this project consists of a new modification in addition to all existing processes, volatile organic chemical emissions, or VOCs, are expected to slightly increase in comparison to baseline actual emissions. The VOCs increase is expected to be below the regulatory threshold that requires analysis of emission control technology.
