Project Description:

The applicant proposes to restore the freeboard of the State Route 7 Bridge BIN1004030 over Oak Creek that has inadequate freeboard due to excessive aggradation. The freeboard has decreased from the original 6.5' to the current 2' and major rain events and debris/ice clogging has been a major issue in recent years. The project includes removal of streambed material from 350' upstream of the bridge to a point 1,200' downstream of the bridge via mechanical means. The project also includes the addition of heavy stone to armor the bank upstream of the bridge for 300' on the left bank and 200' on the right bank which will be keyed in. The work is necessary to prevent flooding, damage to the bridge, and to keep State Route 7 open during severe weather events. The project is located on State Route 7 immediately southwest of the intersection of Main Street (SR 7) and Depot Street in the hamlet of East Worcester.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Comments on this project must be submitted in writing to the Contact Person no later than May 02, 2019.

Project Description:

The proposed project involves the excavation of approximately 3,526 cubic yards of gravel within the bed and banks of the Hoosic River and above the mean high water mark of the Hoosic River. Excavation will be accomplished with a track excavator in the dry, and the excavation site will be accessed through existing farm roads.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.
