Negative Declaration

Oswego County - The City of Oswego, as lead agency, has determined that the proposed Local Law Adopting City of Oswego Zoning will not have a significant adverse environmental impact. The action involves the adoption of the Local Law amending the zoning code. The project is located throughout the City of Oswego, New York.

Oswego County - The City of Oswego, as lead agency, has determined that the proposed Oswego Speedway - AT&T Cell Tower will not have a significant adverse environmental impact. The action involves the construction of a cell tower. The project is located in the City of Oswego, New York.

Cayuga County - The New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP), as lead agency, has determined that the proposed Strategic Hemlock Preservation will not have a significant adverse environmental impact. The action involves treatments for Hemlock woolly adelgid (HWA) in four parks in the Finger Lakes Region to prevent tree mortality caused by the Hemlock Woolly Adelgid. The four parks are: Fillmore Glen State Park (Cayuga County), Keuka Lake State Park (Yates County), Stony Brook State Park (Steuben County) and Watkins Glen State Park (Schuyler County). The purpose of this project is to reduce heavy populations of HWA while also reducing the risk from a large number of hazardous trees in high use areas of the parks. Hemlock-northern hardwood forests occur over many acres of each park, and cover the majority of trails in the parks as well as camping areas in Stony Brook State Park. Treatments will cover multiple acres per year per park using basal bark spray of imidacloprid and dinotefuran. Certified applicators/ technicians will be used and all appropriate environmental and health and safety regulations will be followed. The project is located at the Fillmore Glen State Park in the Village of Moravia, New York.

Notice of Acceptance of Draft EIS and Public Comment Period

Cayuga County - The Town of Victory, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Amendment to Town of Victory Zoning Code. Written comments on the Draft EIS will be accepted until May 10, 2019. The Draft EIS is available from the contact listed below.

The action involves an amendment to the Town of Victory Zoning Code which will include:

  1. Addition of the approved use titled "Rural Home Occupation" to describe any use customarily conducted entirely within a dwelling or in an accessory structure to a dwelling.
  2. Addition of the requirement for a financial security bond for not less than $60,000.00 to the Large Scale Solar Power Facility decommissioning plan.

The project is located throughout the Town of Victory, New York.
