Public Notice

The New York State Department of Environmental Conservation (NYS DEC) has received a Brownfield Cleanup Program (BCP) application from RXR Church-Division Tower A Holdings LLC for a site known as Church-Division Street, Tower A, site ID #C360187. This site is located in the City of New Rochelle, within the County of Westchester, and is located at 26 South Division Street.

What is the Brownfield Cleanup Program?

New York's Brownfield Cleanup Program (BCP) is designed is to encourage private-sector cleanups of brownfields and to promote their redevelopment as a means to revitalize economically blighted communities. The BCP is an alternative to "greenfield" (land not previously developed or contaminated) development and is intended to remove some of the barriers to, and provide tax incentives for, the redevelopment of brownfields. Since its inception (2003), the BCP has catalyzed the cleanup of more than 300 contaminated sites statewide and incentivized redevelopment. There are more than 350 active sites in the BCP.

Negative Declaration

Rockland County - The Town of Stony Point, as lead agency, has determined that the proposed Amendment of Patriot Hills Redevelopment Incentive Overlay Zone will not have a significant adverse environmental impact. The action involves amendments to the Town of Stony Point Zoning Local Law, especially the Letchworth Village Redevelopment Incentive Overlay District regulations. The actual changes being considered involve several individual elements that may have impacts both individually and cumulatively. The project is located along Willow Grove Road and Patriot Hills Drive in the Town Stony Point, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Orange County - The Town of New Windsor Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Windsor Hospitality Site Plan. A public hearing on the Draft EIS will be held on April 24, 2019 at 7:00 p.m. at the Town of New Windsor Town Hall, 555 Union Avenue, New Windsor, New York. Written comments on the Draft EIS will be accepted until May 6, 2019. The Draft EIS is available from the contact listed below.

The action involves a proposal by the applicant, Windsor Hospitality, LLC, for the construction of two (2) hotel buildings (one five-story comprising 100 +/-rooms and the other four-story comprising 84 +/-rooms) in addition to an already-existing hotel on the 6.8+/- acre site located on one parcel in the Town of New Windsor. The Proposed Action will also include the installation of appurtenant utilities and parking facilities. The site is located in the Highway Commercial Zoning District. The project is located on Union Avenue (NYS Route 300) in the Town of New Windsor, New York.
