Negative Declaration

Monroe County - The City of Rochester, as lead agency, has determined that the proposed Rundel Library North Terrace will not have a significant adverse environmental impact. The action involves structural repairs to the steel framing and concrete slabs beneath the terrace and the east sidewalk. The surface of the terrace will be redesigned to create an active public space that will, hopefully, help enliven this part of downtown. Important elements of the design include a new cantilevered deck over the Genesee River, which will house a 'River Theater' performance space; planters and seating areas to provide shade and smaller scale, more intimate spaces; new paving materials designed to reflect the water courses and former subway tracks that run below the terrace, including glass pavements to allow views of the spaces below the terrace and an area along Broad Street intended for food trucks and other temporary installations or uses. The project is designed to accommodate either the re-use of the subway tunnel or the removal of the upper deck of the Broad Street Bridge, which have been contemplated as part of future improvements to the Genesee Riverfront through Downtown Rochester. The project is located at 115 South Avenue in the City of Rochester, New York.

Monroe County - The City of Rochester Manager of Zoning, as lead agency, has determined that the proposed Al Sigl Community of Agencies; Pediatric and Family Service District will not have a significant adverse environmental impact. The action involves a proposal for a 15 ± acre site to be re-zoned from IPD Rochester Psychiatric Center to Planned Development District N. 20 the Pediatric and Family Service District, in order to facilitate the construction of two projects: a 35,500 ± square foot single story building to be known as the Galisano Autism Center and a 37,000 ± square foot two story building, identified as a Pediatric Behavioral Health & Wellness building operated by the University of Rochester Medical Center (URMC). In addition, 0.8 acres at 60 Science Parkway may be acquired from the City of Rochester. This project also include a 248 space parking lot. The project is located at 1850-1900 South Avenue in the City of Rochester, New York.
