Public Notice

The New York State Department of Environmental Conservation (NYS DEC) has received a Brownfield Cleanup Program (BCP) application from RHS Holdings, LLC for a site known as Willowbrook Crossing, site ID #C734147. This site is located in the Village of Manlius, within the County of Onondaga and is located at 332 Fayette Street.

A copy of the application and other relevant documents are available at the document repository located at Manlius Library, One Arkie Albanese Avenue, Manlius, NY 13104.

There are several ways to comment on BCP applications. All comments must be submitted by December 28, 2018.

What is the Brownfield Cleanup Program?

New York's Brownfield Cleanup Program (BCP) is designed is to encourage private-sector cleanups of brownfields and to promote their redevelopment as a means to revitalize economically blighted communities. The BCP is an alternative to "greenfield" (land not previously developed or contaminated) development and is intended to remove some of the barriers to, and provide tax incentives for, the redevelopment of brownfields. Since its inception (2003), the BCP has catalyzed the cleanup of more than 300 contaminated sites statewide and incentivized redevelopment. There are more than 350 active sites in the BCP.

Pursuant to Title 3, Article 49 of the Environmental Conservation Law, the New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP) hereby gives public notice of the following:

Notice is hereby given, pursuant to Section 49-0305 (9) of the Environmental Conservation Law, of the NYS OPRHP's intent to acquire a Conservation Easement from the Finger Lakes Land Trust, Inc. over certain lands located at 4393 Sam Adams Lane in the Town of Niles, the County of Cayuga and the State of New York.

Negative Declaration

Broome County - The Village of Windsor Village Board, as lead agency, has determined that the proposed Serving the Elderly through Project Planning (SEPP) Housing at the Windsor Inn will not have a significant adverse environmental impact. The action involves the renovation and addition to an existing building to create a 24 unit affordable senior housing redevelopment project with associated parking and sewage disposal system. The project is located 123 Main Street in the Village of Windsor, New York.

Chenango County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed NYS Route 8 over Beaver Creek - Bridge Replacement, PIN 9056.40 will not have a significant adverse environmental impact. The action involves the replacement of the bridge on NYS Route 8 over Beaver Creek. The project is located on NYS Route 3 in the Town of Columbus, New York.

Notice of Acceptance of Draft GEIS

Chenango County - The Town of Bainbridge, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Updates to the Comprehensive Plan. Written comments on the Draft GEIS will be accepted until December 11, 2018. The Draft EIS is available from the contact listed below.

The action involves the adoption of updates to the Town of Bainbridge's 2003 comprehensive Plan. The project is located throughout the Town of Bainbridge, New York.
