Project Description:

The applicant has applied for an initial permit for the continued withdrawal of 500 gallons per minute of water from an on-site irrigation pond for the purpose of irrigation. The facility has been in operation in its current configuration since at least 2011. No changes in current operations from recent years are proposed.

The Department has determined that the Facility is eligible for an Initial Permit under Section 15-1501.9 of the Environmental Conservation Law. Initial Permits are limited to existing facilities for existing water withdrawals over 100,000 gallons per day which were properly reported to the Department prior to February 15, 2012. Section 15-501.9 requires the Department to issue Initial Water Withdrawal Permits for the reported volume.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Onondaga County Resource Recovery Agency (OCRRA) is proposing the consolidation of all commercial and large flat rate waste transfer operations at the existing Rock Cut Road Transfer Station. The facility is currently permitted for 800 tons per day (TPD). Under consolidated operations, OCRRA anticipates 460 TPD (average) and 628 TPD (peak) will be processed through the facility. The project includes the construction of a third processing building that was anticipated under the original design and a separate building for processing waste delivery from pickup trucks. All facilities are located within the existing transfer station footprint. Modification of the existing transfer station and consolidation of waste transfer operations will also include new inbound and outbound scales and site grading. This modification will also allow OCRRA to meet the recently adopted solid waste management regulations, provide greater waste transfer capacity and increased flexibility when transferring waste, better serve commercial waste customers and upgrade the stormwater management facilities.
