Project Description:

The Village of Goshen is proposing a modification to the existing Water Supply permit in order to supply up to 255,394 gallons per day to Merlin Entertainment Group US Holdings, Inc. (LEGOLAND - NY), in the Town of Goshen, as an Outside User to the Village's Water District. The Village of Goshen is currently permitted to take up to 1.3 MGD from existing sources; no increase in taking is proposed.

Project Description:

The Department has made a tentative determination to approve this application for modification of a SPDES permit (#NY0026549) for an existing discharge to Chestnut Creek [DEC Waters Index No. H-13-14-48, Class A(T)] from the Grahamsville Wastewater Treatment Plant (Outfall 001). The current temperature limit of 70 degrees Fahrenheit from June 1 to October 31 and "Monitor Only" from November 1 to May 31 is proposed to be modified to "Monitor Only" year-round. The proposed modification would also remove the schedules of compliance for Bromodichlormethane, Chloroform, Dibromochloromethane, Bis (2-ethylhexyl) phthalate, and Mercury, as the actions required under the permit relative to these parameters have been completed. The facility is located on Route 42 in the Town of Neversink, Sullivan County. A Draft Permit and Statement of Basis are available for inspection and comment at the regional office; these documents may also be viewed and printed from the Department website at http://www.dec.ny.gov/permits/6054.html.
