Negative Declaration

Rensselaer County - The City of Rensselaer Planning Commission, as lead agency, has determined that the proposed Rensselaer Engineered Fuels Project will not have a significant adverse environmental impact.

The action involves the construction and installation of a fully enclosed solid waste management facility that has been engineered to process 150,000 tons of municipal solid waste into a solid recovered fuel. In addition to the approval required from the Planning Commission, this action will also require permits and approvals under the jurisdiction of other agencies, including: New York State Department of Environmental Conservation (NYS DEC) 6 NYCRR 360 Solid Waste Management Permit; NYS DEC 6 NYCRR 201 State Facility Air Registration or Permit; NYS DEC SPDES General Permit for Stormwater Discharges from Construction Activity (GP-0-15-002); Rensselaer County Planning Referral, and Federal Emergency Management Agency.

The project is located at 36 Riverside Avenue in the City of Rensselaer, New York.

Schenectady County - The Town of Niskayuna Town Board, as lead agency, has determined that the proposed Telecommunications Tower on WTRY Road will not have a significant adverse environmental impact.

The action involves the construction of a 120 ± foot tall monopole telecommunications Tower at 1054 WTRY Road (124 ± foot when including a 4 ± foot lightning rod), one 11.5 ± foot x 16 ± foot equipment platform both within a 60 foot x 100 foot lease area located at the rear of the Town of Niskayuna Highway Department Garage and all associated antennas, equipment, improvements and access/utilities to serve the facility. The monopole will have reserved space for Town of Niskayuna communications antennas. Access to the facility will be across the existing paved internal roadways. Utilities will be underground and originate from an existing ·power pole located adjacent to WTRY Road.

The project is located at 1054 WTRY Road in the Town of Niskayuna, New York.
