Project Description:

The applicant proposes the installation of approximately 51,000 feet of 8-inch and 10-inch watermain and associated accoutrements along portions of Cockram Road, Tripp Road, lvison Road, Gillette Road, Freeman Road, Coward Road, Lyman Road, and Beaver Meadow Road. A 500 linear foot portion of the watermain is located within 100-foot adjacent areas of State Freshwater Wetland ST-19, requiring an Article 24 Freshwater Wetlands permit. Impacts will be temporary, all areas of disturbance are along the roadway and sediment controls will be used to minimize potential impact to the Freshwater Wetland. Six class C streams will also be crossed by directional drilling beneath existing culvert piping. Once the water main is installed, the area will be backfilled and restored to existing conditions.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Byron Town Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The Town of Victor proposes to construct approximately 6.5 miles of new sanitary forcemains and upgrades to five pump stations to reduce high flows on existing systems which will require crossings of several class C streams and the adjacent area of regulated NYSDEC freshwater wetlands VT-2 and FA-2 resulting is approximately 2.5 acres of impacts. The majority of the new lines will be place along the Auburn trail along with sections of Philips Road, Break of Day Road, East Victor Road and NYS Rt 96 to Mcmahon road and other roads in the town.

Project Description:

The applicant is proposing to add 106.8-acres to the existing 33-acre Life-of-Mine (LOM). The proposed expansion area is located south of Sodus Center Road, north and east of the currently permitted LOM. The modification area is mostly agricultural land, with some forested land and meadows, grasslands, and brushlands. As proposed, the modification area will be mined for sand and gravel for an estimated 30 years at a maximum depth of 20-25 feet below the water table. Reclamation will be an approximately 100.2-acre pond with a water surface elevation of 414 feet above sea level. Areas above the water table will be reclaimed by grading and revegetation. According to the application, there are no proposed changes to the current day-to-day operations, hours of operation, or truck traffic.
