Negative Declaration

Madison County - The City of Oneida Planning Commission Zoning Board of Appeals, as lead agency, has determined that the proposed Project Glass, Green Empire Farms, Inc. will not have a significant adverse environmental impact.

The action involves the construction of a hydroponic greenhouse farm located on a 291 acre site. Facilities include four greenhouse buildings with support facilities, agricultural labor housing, an electrical substation, rain water storage/irrigation basins, and appurtenant features such as parking, access roads, employee athletic field, and landscaping.

The project is located on West Elm Street in the City of Oneida and Village of Wampsville, New York.

Oswego County - The Town of Granby, as lead agency, has determined that the proposed Water Service Area #7 will not have a significant adverse environmental impact.

The Town of Granby plans to implement the Water Service Area #7 (WSA #7) Project to provide a safe and reliable water supply to properties located along portions of State Route 48, County Route 3, County Route 8, Stoney Robby Road, Phinney Road, Muck Road, and Hickory Grove Road (including Hickory Grove Road Spur) in the Town of Granby, New York. Currently, no public potable water exists in WSA #7. Collectively, there are an approximate 350 equivalent dwelling units along the proposed route. The project will involve the installation of approximately 56,500 linear feet of 8 inch to 12 inch line (maximum) within the roadway right of way, fire hydrants, and associated appurtenances. The line will connect with the existing Town of Granby system with potable water continuing to be supplied by the Onondaga County Water Authority; no new water towers will be constructed.
