Negative Declaration

Westchester County - The City of White Plains, as lead agency, has determined that the proposed 200 Hamilton Avenue Rezoning and Development will not have a significant adverse environmental impact.

The action involves the rezoning 200 Hamilton Avenue from the prior B-2 Neighborhood Business District to create a new "TD-1 Transit Development 1" District to facilitate the future redevelopment of a mixed-use residential/commercial project including 95,000 square foot of retail and restaurant uses, 900 multi-family residential dwelling units occupying approximately 897,902 square foot of total floor area, an elevated and publicly accessible green space of more than one acre and a parking garage containing approximately 1,060 spaces. The 3.7 acre project site is currently developed with a 2 story, approximately 170,000 square foot retail shopping mall and approximately 360 parking spaces.

The project is located on the block bounded by Hamilton Avenue (NYS Route 119), Dr. Martin Luther King, Jr. Boulevard, Barker Avenue and Cottage Place in the City of White Plains, New York.

Notice of Acceptance of Draft SGEIS and Public Hearing

Orange County - The Village of Kiryas Joel Board of Trustees, as lead agency, has accepted a Draft Supplemental Generic Environmental Impact Statement on the proposed Village of Kiryas Joel Comprehensive Plan and Local Laws SGEIS. A public hearing on the Draft SGEIS will be held on July 25, 2018 at 4:00 p.m. at the Terrace on Forest Meeting Hall, 51 Forest Road, Suite 320, Monroe, NY 10950. Written comments on the Draft SGEIS will be accepted until August 7, 2018. The Draft SGEIS is available from the Village of Kiryas Joel Village Hall, 51 Forest Road, Suite 320, Monroe, NY 10950 and on line at:

The proposed action and Draft SGEIS is in accordance with the prior annexation of approximately 164 acres of land from the Town of Monroe to the Village of Kiryas Joel for which a Draft GEIS, Final GEIS and SEQRA Findings Statement was adopted. This Draft SGEIS analyzes the potential environmental impacts related to the proposed Village of Kiryas Joel comprehensive plan and related local laws amending Chapters 124 [Streets] and 155 [Zoning] of the Village Code. The proposed action does not involve any particular development project, however the Draft SGEIS evaluates a generic development scenario over the next ten years, which is reasonable for the subject lands, for purposes of evaluation of the secondary impacts of the action.
