Project Description:

The Department has prepared a draft permit and has made a tentative determination to renew the existing Air State Facility Permit for Packstar Group, located at 215 John Glenn Drive, Amherst, NY, and allow an expansion that will include installation of a new packaging rotogravure press and new regenerative thermal oxidizer (RTO). The facility produces flexible, shrink sleeve tubes from film stock, which results in the finished products provided to the customer that are "cut-to-order" cylindrical film tubes of rolls of cylindrical film stock.

The RTO will control emissions of volatile organic compounds (VOC) from this proposed press and the two existing VOC-ink based packaging rotogravure presses at the facility. This new proposed press will produce the same type of ink as the existing rotogravure presses. The facility will continue to limit facility emissions of VOC to less than 49.9 tons per year (tpy), emission of individual hazardous air pollutants (HAPs) to less than 10 tpy and total combined HAPs to less than 25 tpy.

As a tentative determination, the Department is seeking public comments prior to making a final decision on permit issuance. A draft permit is available for review.

Project Description:

The Department has received and made a tentative determination to approve an application for the rechanneling and bank stabilization of approximately 780 linear feet of the Class B West Branch of Cazenovia Creek due to the severe erosion which is creating an actively failing and unstable slope between Colden Elementary School and the stream channel. This project includes the removal of approximately 4,791 cubic yards of sediment and stream bank, and the installation of approximately 5,079 cubic yards of fill which includes the reuse of excavated soils and the installation of redirection rock vane structures using approximately 349 cubic yards of rock and a stone rip-rap armored slope using approximately 1,002 cubic yards of rock. Approximately .28 acres of trees will be removed as a result of this project.

Project Description:

The Department has received and made a tentative determination to approve an application for a renewal to an existing Air State Facility permit for the above-referenced facility.

Olin Corporation Chlor-Alkali Products plant in Niagara Falls manufactures chlorine, sodium hydroxide, hydrogen, hydrochloric acid and sodium hypochlorite. Its air permit is being renewed and includes the modification of the hydrogen chloride synthesis units, addition of emission controls to these units, and addition of an expiration date to the permit.

The emissions of carbon monoxide and oxides of nitrogen are capped below 100 tons per year to stay below the applicability of the Title V air permitting thresholds. These caps are carried over from the previous permit.

As a tentative determination, the Department is seeking public comments, prior to making a final decision on permit issuance.

The Department has made a tentative determination to approve an application for the annual application of herbicides to control nuisance Japanese Knotweed in and adjacent to the following wetlands: NW-4, SM- 2, WI -1, LP -5, LP - 10, and LY - 1. The herbicides include Roundup Pro Max, Rodeo, Accord XRT and Crossbow. The project is located throughout Niagara County in the above listed New York State regulated wetlands. As a tentative determination, the Department is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of an activity for which a permit is sought.
