Project Description:

A new State Pollutant Discharge Elimination System (SPDES) permit is proposed for the Million Air Syracuse Fuel Farm located at Syracuse Hancock International Airport. Million Air is a Fixed Based Operator that will serve corporate, general aviation, commercial, military and cargo aircraft at the airport. An above ground fuel storage facility is proposed for the bulk storage of diesel, unleaded gasoline, Jet A, aviation gasoline and propylene glycol. The fuel farm will include two concrete pad transfer areas for fuel loading/offloading. Each transfer area is sloped to a catch basin with a manually operated outflow control valve. The valve will be manually closed prior to and during transfer activities. The valves will remain open at all other times allowing stormwater to be conveyed to one of two grass swales located on opposite sides of the fuel facility. The swales flow to an intermittent tributary to Beartrap Creek.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Syracuse Regional Airport Authority

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The City of Oswego proposes to install 300 feet of floating boat docks along the Oswego River adjacent to Riverfront Park. A permanent access platform will be constructed upon six 12 inch concrete filled steal piles driven into the river bed. A gangway will lead from the platform to the floating docks, which will be secured using H beams, spaced 50 feet apart, and welded to the existing sheet pile bulkhead. Erosion and sediment controls will be required to maintain water quality standards during construction.
