Pursuant to Section 33 of the Public Lands Law, the New York State Office of General Services hereby gives notice to the following:

Notice is hereby given that the New York State Office for People with Developmental Disabilities has determined that 733 Euclid Avenue, City of Syracuse, Onondaga County, New York State, improved with a 2,648 ± square foot dwelling situated on a 0.12 ± acre lot, as surplus and no longer useful or necessary for state program purposes, and has abandoned the property to the Commissioner of General Services for sale or other disposition as Unappropriated State land.

Negative Declaration

Madison County - The Village or Wampsville Board of Trustees, as lead agency, has determined that the proposed Local Law 1 of 2018 to Amend Chapter 5 (Zoning) will not have a significant adverse environmental impact.

The action involves the adoption of a Local Law to amend Chapter 5 (Zoning) of the Code of the Village of Wampsville to add a new Section 5.18 regulating solar power and energy systems in the Village of Wampsville. The project is located throughout the Village of Wampsville, New York.

Onondaga County - The State University of New York (SUNY) Upstate Medical Center (Upstate), as lead agency, has determined that the proposed Upstate Health and Wellness Center will not have a significant adverse environmental impact.

SUNY Upstate plans to undertake the Upstate Health and Wellness Center (UHWC) Project which involves the construction of an outpatient medical facility built on an approximate 2.2 acre site located within the SUNY Upstate Campus. The UHWC will include clinics for Primary Care, Women's Health, Specialty Care, and Urgent Care as well as a Wellness Center, Clinical Research Laboratory, Cafeteria, Pharmacy, Optical Retail Store, Imaging & Testing Areas, and Staff collaboration areas. In addition, there will be two elevated pedestrian bridges; one will connect to the SUNY Upstate Cancer Center and one will connect to the existing West Parking Garage. There is an established need in the Syracuse community to enhance access to primary care. The UHWC will provide timely access to supports and services to individuals and families, embracing the needs of the community.

The project is located Norht of East Adams Street, between Almond and Sarah Loguen, in the City of Syracuse, New York.
