The New York State Department of Environmental Conservation (NYS DEC) is pursuing a renewal and modification to the State Pollutant Discharge Elimination System Permit NY0002275 pursuant to 6NYCRR Part 750-1.18, NYS DEC's Environmental Benefit Permit Strategy. A Notice of Complete Application was published in the Environmental Notice Bulletin on April 18, 2018, with the public comment period ending on April 30, 2018. The public comment period will be extended until July 30, 2018.

Written comments must be submitted to the contact listed below by close of business July 30, 2018.

Negative Declaration

Dutchess County - The Town of Pine Plains Town Board, as lead agency, has determined that the proposed Adoption of Update to the Comprehensive Plan will not have a significant adverse environmental impact.

The action is to update the Comprehensive Plan of the Town of Pine Plains to include the Bike and Hike Trail Report. The project is located throughout the Town of Pine Plains, New York.

Ulster County - The Town of Esopus Planning Board, as lead agency, has determined that the proposed Site Plan Amendment Application by the Star Estate Development Group, LLC will not have a significant adverse environmental impact.

The action involves a site plan amendment consisting of changes to a previously approved layout and location of on-site access drives, parking, utility improvements and related site disturbance and regrading. The action is related to a previously approved special use permit that allows for the conversion and expansion of a former monastery / novitiate building into a distillery, restaurant and hotel, on a 27.3 acre parcel. The site plan amendment will not affect the approved use or occupancy of the site. The calculated amount of proposed site disturbance is 0.95 acres.

The project is located at 1835 Broadway (US Route 9W) in West Park, Town of Esopus, New York.

Westchester County - The Town of Greenburgh Town Board, as lead agency, has determined that the proposed UR District Car Sales - Zoning Text Amendments will not have a significant adverse environmental impact.

The action involves approval of a local law amending Section 285-35, entitled, "UR Urban Renewal District," to permit motor vehicle sales uses and motor vehicle sales lots as a Special Permit Use in the Neighborhood shopping and General commercial sub-districts of the UR - Urban Renewal District.

The project is located throughout the Town of Greenburgh, New York.

Positive Declaration and Public Scoping

Putnam County - The Town of Philipstown Planning Board, as lead agency, has determined that the proposed Hudson Highlands Reserve may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on June 21 at 7:30 p.m. at the Old VFW Hall, 34 Kemble Avenue, Cold Spring, NY 10516.

The action involves a proposal to develop approximately 210 acres as a conservation subdivision consisting of approximately 25 one acre residential lots, an equestrian center, and preserved open space. The action also includes a petition to change the zoning of a portion of the project site from "Industrial/Manufacturing" (M) to "Rural Residential" (RR). The proposed project is located on the east side of Route 9 between Horton Road and East Mountain Road North, in the Town of Philipstown, Putnam County, New York.
