Project Title: NYS ORDA/Olympic Jumping Complex

Location: NYS Route 73 at the Olympic Jumping Complex in the Town of North Elba, New York.

Project Description: The action involves improvements to the NYS ORDA Olympic Jumping Complex to include: construction of a new K64/HS70 jump; removal of the K48 and K20 jumps and replace them with K37 and K19 jumps; replace the existing chair lift with a new chair lift in a new location; re-grade outruns for the K90 and K120 jumps; construct a new tubing hill; construct a zip line; construct a 20 foot by 20 foot refrigeration building; install an entry plaza to the lodge, add two shooting lanes to the biathlon shooting range, add new permanent lighting for events; and construct a 70 foot by 138 foot garage.

Project Description: The action involves dredging approximately 4,800 square feet of lake bottom including approximately 315 square feet of wetlands. The dredging is necessary for the construction of and access to a new dock and open-sided boathouse with a footprint of 1,050 square feet and a maximum height of 16 feet. A portion of the boathouse will be constructed on the shoreline above the mean high water mark of Lake George.

Notice of Public Comment Period, and Notice of Public Meetings on the Draft Unit Management Plan Amendment for the High Peaks Wilderness Complex

New York State Department of Environmental Conservation (NYS DEC) has completed a Draft Unit Management Plan amendment for the High Peaks Wilderness Complex. The amendment includes a River Area Management Plan, pursuant to 6 NYCRR section 666.7, for the Opalescent River. Major proposals in the amendment include: establishing hiking and skiing opportunities; proposing regulations and outreach efforts to effectively educate and inform the public about the High Peaks Wilderness; providing access for persons with disabilities to hand carry launches and designated primitive campsites at several locations; enhancing paddling opportunities, including providing a hand carry launch at Henderson Lake and Chapel Pond; and designation of various primitive camping opportunities throughout the tract including roadside, backcountry, and water access.

The High Peaks Wilderness Complex is located in the Town of Harrietstown in Franklin County; Towns of North Elba, North Hudson, Keene, and Newcomb in Essex County; and the Town of Long Lake in Hamilton County, New York.

There will be two public meetings on the Plan:

Notice of Public Comment Period, and Notice of Public Meetings on the Draft Unit Management Plan Amendment for the Vanderwhacker Mountain Wild Forest

New York State Department of Environmental Conservation (NYS DEC) has completed a Draft Unit Management Plan amendment for the Vanderwhacker Mountain Wild Forest. The amendment includes River Area Management Plans, pursuant to 6 NYCRR section 666.7, for the Hudson River and Opalescent River. Major proposals in the amendment include: establishment of mountain bike, equestrian, hiking and skiing trails; designating routes for public motor vehicle access, including parking; selecting a preferred alternative for the community connection snowmobile trail; maintaining 9.0 miles of Forest Preserve road for motor vehicle access opportunities and 3.4 miles of additional Forest Preserve roads for seasonal access and camping during big game hunting season; providing access for persons with disabilities to hand-carry launches, equestrian facilities, and designated tent sites along several roads; enhancing paddling opportunities, including providing a hand-carry launch on Boreas Ponds, LaBier Flow and along the Hudson River; designation of various primitive camping opportunities throughout the tract including roadside, backcountry, and water access; and maintaining the historic cabin at the Four Corners and evaluating potential future administrative uses until a final disposition for the structure is determined.

The Vanderwhacker Mountain Wild Forest is located in the Towns of Minerva, Newcomb, Schroon Lake, and North Hudson in Essex County; Johnsburg and Chester in Warren County, and Indian Lake in Hamilton County, New York

Negative Declaration

Saratoga County – New York State Governor's Office of Storm Recovery (NYS GOSR), as lead agency, has determined that the proposed Waterford Consolidated Firehouse Project will not have a significant adverse environmental impact.

The proposed project includes the construction of a 14,379 square foot fire station with three bays for fire trucks, decontamination/wash-off area, offices, training room, kitchen, laundry, exercise room, a day room, bath/shower facilities, and public restrooms and an emergency generator. The facility will also function as an emergency shelter for Village residents. The building will be built on 1.49 acre vacant land. The area immediately surrounding the location is primarily residential with intermittent forested areas, commercial establishments, and parkland. During Hurricane Irene, the Village of Waterford was inundated with flood water. Three undersized fire stations responded to flooding requiring extensive coordination and delaying response time. The new fire station will consolidate the three existing fire stations into one station located outside the 100- and 500-year floodplain. The action will also include alienation of 1.46 acres of parkland and the Village will dedicate an amount equal to or greater than the fair market value of the parkland toward the acquisition of additional parklands and/or capital improvements to existing parkland within the Village.

The project is located at 11 8th Street in the Village of Waterford, New York.

Notice of Acceptance of Draft Generic EIS and Public Hearing

Essex County - The New York State Olympic Regional Development Authority (NYS ORDA), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed 2018 Amendment to the 1986 Olympic Sports Complex at Mount Van Hoevenberg Unit Management Plan. A public hearing on the Draft EIS will be held on May 24, 2018 at 7:00 p.m. at the Lake Placid Conference Center. Written comments on the Draft EIS will be accepted until June 9, 2018. The Draft EIS is available from the NYS ORDA Offices, Lake Placid; the North Elba Town Hall and on line at: http://www.orda.org/corporate/corporate_environment.php.

The actions involves new management actions to include:

(1) Actions Proposed on Town Lands (non-Forest Preserve lands) - Construct New Ski Trails with Lighting and Snowmaking, Construct New Sliding Sports Start Facility, Construct New Welcome Center/Base Lodge, Develop Trailhead, Parking and Hiking Trail Connection or Cascade and Porter Mountains, Mount Marcy and Mt. Van Hoevenberg, Construct New Snowmaking Reservoir, Expand Start 1 Building and Deck, Provide Structured Parking Adjacent to 1980 Start Building, Replace Start 4 Building, Expand Track Timing Building, Expand USA Team Garage Building, Construct New Snow Storage Structure Building, Construct New Maintenance Building/Groomer Garage, Convert Press Building into Medical Building, Construct New Road from Maintenance Area to Track Access Road, Upgrade and Improve Existing Track Access Road Lighting, Construct New Alpine Coaster Including Lighting, Construct New Transport Coaster or Funicular;
(2) Actions Proposed on State Lands (Forest Preserve Lands) - Install Hiking Trail Connections, Construct New Biathlon Area Including Range, Bleachers and Timing/Competition Building, Construct New On-site Wastewater Disposal System for Welcome Lodge, Redevelop Former Access Road Corridor from Bobsled Lane to Cross-country Parking Lot, Construct Two Ski Trail Bridges Over New Gravel Road to Cross-country Lot, Install Lighting for Parking Lots 2, 3, and 4, Develop Maintenance/Dredging Plan at North Meadow Brook Intake, Construct two 8-feet wide ski trails around the private Steckler property that is within the intensive use area.
