The project consists of installation of a 350,000 gallon water storage tank and approximately 246,000 linear feet of new 8 and 12 inch water mains and appurtenances in the right of ways of the township in the Town of Elba. The project will cause 0.0275 acres of streambed disturbance over 59 crossings of NYS Class C streams, and 0.397 acres of disturbance within wetlands including NYS freshwater wetlands BN-1 through BN-27 (excluding BN-3, BN-22 and BN-26).

The applicant proposes to modify an existing permit which authorizes activities associated with a new trail construction project at the Townsend-Grady Wildlife Preserve to occur within NYS freshwater wetland PU-1 and its regulated adjacent area. The proposed modifications include the following: 1) The clearing and maintenance of a 6-foot wide foot trail, not to include fill; 2) Construction of 250 feet of 6-foot wide raised wooden boardwalks; 3) Single or double plank bog bridges with sleepers in wet sections of the foot trail; 4) Two 12-foot by 12-foot raised wooden wildlife observation platforms; and 5) One 18-foot diameter raised octagonal timber-frame pavilion.
