Project Description:

The applicant proposes to develop and operate a new sand and gravel mine on a parcel located south of Clifford Road and west of Red Schoolhouse Road. Presently the 90.4-acre parcel is used primarily for agriculture. The proposed life of mine is 22.7 acres. The mine will include excavation of bank-run gravel reserves using a pay loader, excavator, and bulldozer. A portable screener, and crusher, will be used to process the material. Mining is proposed to go below the seasonal high-water table. Traffic from the mine is estimated to be an average of 24 truck trips per day. The mine will be reclaimed as a 13.9-acre pond and a 1.9-acre pond, and the above water table perimeters of the mine will be graded to a one on two slope.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jun 01, 2018.
