Project Description:

The Department has prepared a draft permit and made a tentative determination to issue an Air State Facility Permit for Manchester Wood. The facility manufactures wood furniture and the processes of coating and drying the wood create emissions of volatile organic compounds (VOCs) and hazardous air pollutants (HAPs) to the atmosphere. The permit contains requirements from 6 NYCRR Part 228 (Surface Coating Processes). Additionally, the permit contains emission caps which limit VOC and HAP emissions to levels below major source levels. This permit replaces the facility's Title V Permit which authorizes the same processes but does not limit total VOC and HAP emissions.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Opportunity for Public Comment:

Project Description:

The applicant has proposed the remedial dredging of impacted soils, groundwater and sediment from the former Granville Manufactured Gas Plant ("MGP"). Approximately 13,100 cubic yards of sediment will be dredged from the Mettawee River from an area measuring approximately 54,000 square feet. River flow will be diverted through a constructed by-pass channel during dredge operations and returned to the natural channel following restoration. The project also entails the removal of approximately 36,300 cubic yards of soil from upland areas adjacent to the former MGP and the Granville Little League and American Legion properties. This project is being undertaken at the direction of the DEC Division of Environmental Remediation as set forth in the executed Administrative Order on Consent.
