Negative Declaration

Essex County - The New York State Olympic Regional Development Authority (NYS ORDA), as lead agency, has determined that the proposed NYS ORDA Development on Town of North Elba Parkland - Olympic Jumping Complex will not have a significant adverse environmental impact.

The purpose of the action is to upgrade existing aging recreation infrastructure, to diversify recreational opportunities for training athletes and the public and to meet current regulating body (FIS) standards. Proposed facility upgrades will allow for scheduling of world class events at the Lake Placid Ski Jump facility allowing NYS ORDA to recapture lost national and international market share.

The proposed action consists of the following: (1) installation of freeze rails in the K90 and K120 jumps including a 20 foot x 20 foot refrigeration building, (2) construction of a new 70 meter (HS70/K64) ski jump, (3) removal of the existing K48 and K20 jumps and replacement with new K37 and K20 ski jumps, (4) removal of the existing chairlift and installation of a new lift in a new location, (5) addition of fill to K90 and K120 landing areas, (6) construction of a new tubing hill with surface lift, (7) construction of a zip line in a location different than previously approved, (8) construction of an entry plaza at the lodge building, (9) construction of 2 additional biathlon shooting lanes, (10) replacement and installation of additional lighting, (11) construction of a new maintenance and storage building.
