Project Description:

DEC received an application from the permittee for a modification to the facility's existing Air State Facility permit. The facility, located in the city of Little Falls along the north bank of the Mohawk River, operates one paper machine that produces approx. 70 tons/day of lightweight tissue paper. Air emissions are generated from combustion of natural gas and chemical additives used in the paper making process. The facility has a primary boiler and backup boiler that utilize natural gas as a fuel, the boilers are subject to the New Source Performance Standards under 40 CFR 60, Subpart Dc. The facility is a synthetic minor source with emissions capped below major source thresholds.

The applicant is requesting the addition of Calcium Hypochlorite to one of three pulpers to aid in breaking up paper and pulp for producing paper. One exhaust fan is directly connected to the pulper which will vent the chlorine lost to the atmosphere.

DEC has made a tentative decision to approve the request and has drafted a modified permit in accordance with Article 19 (Air Pollution Control) of the Environmental Conservation Law.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

It has been determined that the proposed action is not subject to CP-29.

Project Description:

A State Pollutant Discharge Elimination System (SPDES) permit permittee-initiated modification is proposed.
The existing permit allows the discharge from a Tactical Water Purification System (TWPS) to Outfalls 001 (Black River) and 002 (Black River), and the discharge from a Lightweight Water Purification System (LWPS) to Outfalls 003 (Indian River) and 004 (Black Creek), during training exercises. This modification will allow a TWPS to discharge to Outfalls 001, 002 and 003, and it will allow a LWPS to discharge to Outfalls 001, 002, 003 and 004. In addition, the modification increases the flow limit for Outfall 003 to allow for the additional capacity of the TWPS.

DEC has made a tentative determination to approve this application and has drafted a modified SPDES permit.
