Project Description:

The applicant requests reissuance of an existing discharge of 200 gpd of treated process wastewater to a stormwater retention basin, a Class D waterbody. The wastewater is generated from a vehicle service garage floor drain and is treated through an oil/water separator treatment system located at 189 Irish Settlement Road, Plattsburgh. SPDES #NY-025 6510.

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to expand the long-term sea lamprey control program on Lake Champlain by application of the chemical lampricide TFM to the following three tributaries with associated wetlands:

  1. Little Chazy River, 6.8 mile section in Chazy (T), FWW# CH-13, 188.0 acre surface area.
  2. Rea Brook, 1.8 mile section in Beekmantown (T) and Plattsburgh (T), FWW# PB-5, 1154.8 acre surface area.
  3. Corbeau Creek, 5.9 mile section in Champlain (T), FWW# CH-10 129.7 acre surface area and FWW# CH-46, 820.0 acre surface area.

The purpose of the program is to achieve and maintain reductions in the parasitic sea lamprey population in Lake Champlain, thereby reducing lamprey-caused wounding and death rates to lake trout, landlocked salmon and walleye. Despite the increased efforts and measurable improvements in the sea lamprey control program, wounding rates on monitored host species remain unacceptably high. Surveys recently found substantial numbers of sea lamprey in these tributaries not previously colonized. Successful suppression of sea lamprey is deemed necessary for restoration of native lake trout and landlocked Atlantic salmon populations in Lake Champlain, and depends on comprehensive control of colonized tributaries throughout the basin. NYSDEC partners with USFWS and Vermont Fish and Wildlife Department to implement this program on a lake-wide basis.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
