Project Description:

The Department has made a tentative determination to approve this application for re-issuance of a SPDES permit (#NY 0270997) for a surface discharge (Outfall 001) of a maximum of 19,000 gallons per day (GPD) of treated sanitary wastewater to an unnamed tributary of Great Spring Creek (Class B) from the Enclave at Hyde Park Wastewater Treatment Plant (WWTP). The applicant seeks re-issuance of the permit as the previously issued SPDES has lapsed (permit expired 4/30/12). A decrease in discharge volume is proposed, from 28,000 GPD to 19,000 GPD. The inactive/existing WWTP requires rehabilitation in order to be used for the new development at the site. The project is located on Cream Street in the Town of Hyde Park. Project Description:

The Department has prepared a draft permit and has made a tentative determination to renew the Air State Facility permit for the Peckham Blacktop - Carmel facility. The facility produces hot mix asphalt with a batch plant. Air emissions are generated by a 100 million Btu multi-fuel rotary dryer, used to heat the aggregate for making asphalt. Natural gas, No. 2 fuel oil, or waste oil may be used as fuel for the dryer. Emissions of carbon monoxide, nitrogen oxides (NOx) and sulfur dioxide are capped below major stationary source threshold as defined by a permit condition under 6 NYCRR Part 201-7. Therefore, the facility is not subject to Title V permitting and Part 212-3 NOx Reasonably Available Control Technology requirements.

The Standard Industrial Classification representative of this facility is 2951 - Asphalt Paving Mixtures and Blocks. The Department is seeking public comment prior to making a final decision on permit issuance. A draft permit is available for review and comment at the regional office.

Project Description:

The New York State Department of Environmental Conservation (DEC) has received an application for a new State Pollution Discharge Elimination System (SPDES) Permit, pursuant to 6NYCRR Part 750, for a discharge of 9,950 gallons per day of treated sanitary waste water from a new wastewater treatment facility (WWTF) to the surface waters of Tenmile River [Water Index No. D-37, Class B(T)]. The new WWTF system will service a proposed non-transient campground with outdoor recreation facilities known as Yasgur Road Campground. Based on the flow and type of treatment, the facility is considered a non-significant industrial facility, Discharge Class 04. The submission of Discharge Monitoring Reports (DMR) and the monthly "Wastewater Facility Operation Report" are not required; however, an annual report will be required to be submitted to NYSDEC, Region 3.

A draft SPDES permit with DEC proposed effluent limits and monitoring requirements is available for review at DEC Region 3 headquarters in New Paltz. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. Substantive comments on these permits or requests for a hearing or both must be submitted in writing to the contact person listed below.

Project Description:

The Department has made a tentative determination to approve this application for an individual industrial SPDES permit (#NY 0274542) for New York State Department of Transportation Millwood Maintenance Subheadquarters. The proposed treatment is for the discharge of wash water from vehicles and the floor. The facility will store trucks within the garage bays, and no vehicle maintenance activities will take place at the facility. Floor drains within the garage will capture snow and rain water runoff from the trucks as well as truck rinsing. The floor drains will discharge to two (2) 1000-gallon grit chambers and then to a 1000-gallon oil water separator. The oil water separator will discharge to a stormwater treatment and detention pond. The pond discharges into a swale along Route 100 and then to a tributary to Echo Lake, Class B. The project is located at 180 Saw Mill River Road, Millwood, Town of New Castle. A draft permit is available for inspection and comment at the regional office.
