Negative Declaration

Cattaraugus and Erie Counties - The New York State Urban Development Corp. d/b/a Empire State Development (ESD), as lead agency, has determined that the proposed Village of Gowanda Smart Growth Project will not have a significant adverse environmental impact.

Specifically, the Proposed Action (Project) involves Empire State Development (ESD) adopting a General Project Plan (GPP) for an approved Smart Growth Capital Initiative for the Village of Gowanda, which would provide for a grant of up to $2.5 million to cover costs of planning, design and construction of water access enhancements along Cattaraugus Creek at three strategic sites: Aldrich Street, Creekside Park and Zoar Valley Gateway Park. ESD staff will work with Village of Gowanda to procure planning, design, and construction administration services for all three sites. Upon completion of the design process, construction of the recommended improvements will begin. The Village would also use funds to support capital improvements for the ongoing restoration of the historic Hollywood Theater.

The Project development began in October 2017 and is expected to be completed by October 2019.

The project is located at Zoar Valley Gateway Park; Creekside Park; Aldrich and North Water Streets; 39 West Main Street in the Village of Gowanda, New York.
