Negative Declaration

Essex, Franklin, Fulton, Hamilton, Saratoga, Warren and Washington Counties - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Adirondack Aquatic Invasive Species Spread Prevention Program 2018-2022 will not have a significant adverse environmental impact. The NYS DEC boat decontamination program is consistent with the 2016 Part 576 regulations, Aquatic Invasive Species Spread Prevention, and will help reduce the spread of aquatic invasive species to public water bodies via watercraft and associated equipment. The NYS DEC proposes to install boat decontamination stations (unit, storage shed, and other equipment) at boat launches and roadside locations to offer high pressure hot water washes for watercraft that have not passed inspection and that are leaving waterbodies infested with small-bodied aquatic invasive species such as spiny waterflea. Decontamination stations will be temporarily placed at launches and active from Memorial Day weekend until Labor Day weekend and, in some cases, Columbus Day. Two types of decontamination stations will be used: ECOS 7000 unit and the Landa MHC4-30324E unit. The ECOS unit has a containment pad for runoff that contains, collects, and recycles wash water. Used water will be disposed off site at appropriate campground disposal locations every several weeks. The Landa MHC unit requires the construction of an infiltration pad. Water freely drains off boats and trailers through gravel and construction cloth and dissipates into the soil without ponding or causing erosion. Some tree and/or brush removal may be necessary to allow space for installation of stations, other small structures or equipment as needed. This is a five year program beginning in May of 2018 and continuing until October 2022 with implementation on a yearly basis.

The project is located within and along the border of the Adirondack Park in New York State.

Contact: Catherine McGlynn, NYS DEC - Division of Lands and Forests, 625 Broadway, Albany, NY 12233, Phone: (518) 408-0436, E-mail: catherine.mcglynn@dec.ny.gov.

Clinton County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Town of Chazy Big Hill Road Pit Expansion will not have a significant adverse environmental impact and a Draft Environmental Impact Statement will not be prepared.

The action involves a proposal by the applicant for 5.1 acre expansion of an existing 11.45 acre life of mine to create a 16.55 acre life of mine sand and gravel mine (surface unconsolidated material) on a 57.3 acre plot of land owned by the permittee. Of the previously permitted 11.45 acres, 4. 72 acres are reclaimed with 6.1 additional acres scheduled to be reclaimed in the upcoming term. Reclamation will continue to be concurrent with mining. The maximum depth of the excavation will be approximately 7 feet with no steeper than 1 V:2H slopes. All mining will remain a minimum of 5 foot above groundwater table. Use of on-site processing (screening) has been previously approved. Mining will use payloaders, an excavator, water truck, dump trucks, and previously authorized screener. This mine does not have set hours of operation. The stormwater will be internally draining in the excavated areas. The site will be reclaimed to grassland and will be allowed to revert back to forest naturally.

The project is located off Big Hill Road, approximately 1,800 feet from State Route 11, on a 57.3 acre parcel in the Town of Mooers, New York.

Saratoga County - The Saratoga Springs Central School District (SSCSD) Board of Education, as lead agency, has determined that the proposed Great Outdoors Capital Improvements Project will not have a significant adverse environmental impact.

The action involves improvements to buildings, infrastructure and athletic fields at SSCSD sites in the City of Saratoga Springs and the Town of Greenfield Center, New York.
