Negative Declaration

Ulster County - The Town of Wawarsing Planning Board, as lead agency, has determined that the proposed Frog Hollow Solar, LLC, will not have a significant adverse environmental impact.

The action involves a proposal by the applicant, Cypress Creek Renewables dba Frog Hollow Solar, LLC, for a Special Permit and Site Plan approval to construct, operate and maintain a 2 Mega Watt (MW) Solar Energy System at 208 Frog Hollow Road, near the hamlet of Greenfield Park. The proposed use (i.e. Ground-Mounted Export Solar Energy System) is allowed subject to Site Plan and Special Permit approval within the RU-Rural Zoning District, in accordance with the standards set forth in §112-40.2 Solar Energy Systems of the Town Code and Attachment 1 Schedule of District Regulations of Chapter 112 Zoning.

The project is located at 208 Frog Hollow Road, near the hamlet of Greenfield Park, Town of Wawarsing, New York.

Ulster County - The Town of Marbletown Planning Board, as lead agency, has determined that the proposed Crnkovic with Simmons Lot Line Adjustment will not have a significant adverse environmental impact.

The action involves an application to transfer 6.826 acres from lands of Simmons to lands of Crnkovic to reconfigure lots to original configuration prior to 2002. The Simmons parcel is adjacent to the Kripplebush Historic District.

The project is located at 484-2 and 484-1 Cooper Street in the Town of Marbletown, New York.

Westchester County - The City of White Plains, as lead agency, has determined that the proposed Collection at 80-106 Westchester Avenue will not have a significant adverse environmental impact.

The action involves the demolition of existing buildings and redevelopment of a 3.1 acre site on the northerly side of Westchester Avenue, across from the Westchester Mall, and the southerly side of Franklin Avenue. The project consists of approximately 592,693 square feet of gross floor area, comprising 25,218 square feet of retail and restaurant space, 276 multi-family dwelling units (10 percent or 28 units of which will be dedicated as affordable rental housing), and a total of approximately 745 parking spaces in a multi-level parking structure, including 275 dedicated spaces to the City for municipal use (replacing a 153 space municipal surface parking lot located on Franklin Avenue).

The project is located at 80-106 Westchester Avenue and 50 - 62 Franklin Avenue in the City of White Plains, New York.

Westchester County - The City of White Plains, as lead agency, has determined that the proposed Mount Hope AME Zion Church, 65 Lake Street will not have a significant adverse environmental impact.

The action involves two separate site plan approval actions for two adjacent lots created by subdivision of the property known as 65 Lake Street, approved by the Planning Board on September 19, 2017. The site plan for Subdivision Lot 1 involves the construction of an approximately 4,352 square foot addition to the existing 21,711 square foot church building for a combined floor area of 26,053 square foot. The site plan for Subdivision Lot 2 involves construction of a six story residential building containing fifty-six senior affordable housing units. Parking for the respective uses on both Subdivision Lots 1 and 2 will be accommodated by seventy-two (72) parking spaces to be constructed on Lot 2.

The project is located 65 Lake Street in the City of White Plains, New York.
