Project Description:

The applicant proposes to perform hydraulic dredging of the navigation channel leading from the boat ramp in Manorhaven Beach Park into Manhasset Bay to a depth of 6' below mean low water; a total of 14,000 cu. yds. of material is proposed to be dredged. The dredged material is proposed to be dewatered on-site and then trucked to an approved upland location for final disposal. The purpose of the proposed project is to restore depths to the navigation channel. The proposed project is located at Manorhaven Beach Park at the south-eastern corner of Manorhaven Blvd. and Orchard Beach Road in Manorhaven, Town of North Hempstead in Nassau County, NCTM# 4-H-121.

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Permittee operates two exit autoclaves (Nos. 1506 and 1507) to treat wastes contaminated or potentially contaminated with infectious agents generated within the Biosafety Level 3 Laboratory ("containment") from ongoing animal disease diagnostics and research activities. Wastes include: laboratory Regulated Medical Waste (RMW), institutional waste, effluent decontamination sludge, incinerator ash, construction and demolition debris.

The proposed Modification includes autoclave processing of e-waste and asbestos waste. E-waste will be treated using exit autoclave No. 1507. Asbestoes waste will be treated using autoclave No. 1515. Also, permittee requests approval of a surface disinfection process using 2% of Virkon-S solution for universal waste (ie: batteries, lamps), laboratory chemical waste, treated asbestoes waste bags, and equipment which must be decontaminated prior to be taken out of the containment other than from exit autoclaves.

Project Description:

The applicant proposes to repair the foundation of the existing Clubhouse and preserve and protect the structure by installing new foundation pilings, replacing foundation framework components, replacing porch decking, constructing a mid-sill bulkhead around three sides of the building and placing fill landward of the bulkhead to raise the grade. Over time vegetated tidal wetlands have advanced landward to the perimeter of the building. Installation of the bulkhead will result in the loss of approximately 350 square feet of intertidal marsh/high marsh (IM/HM) vegetation. As mitigation, the applicant proposes to replace and restore any vegetation seaward of the bulkhead damaged or lost during construction and will install an additional 64 square feet of IM/HM plantings at the site. The applicant also proposes to remove and replace in place an existing timber foot bridge. The project is located at 50 Jackson Street, New Suffolk, Town of Southold, SCTM# 1000-116-6-24.1.
