Negative Declaration

Jefferson County - The Thousand Islands Bridge Authority (TIBA), as lead agency, has determined that the proposed TIBA - Boldt Castle Wastewater Treatment Plant Replacement will not have a significant adverse environmental impact.

The action involves the construction of a new Wastewater Treatment Plant (WWTP) on Fern Island. The WWTP will would be capable of treating sewer flows from Boldt Castle and the Yacht House. The WWTP would include the installation of a Control Building, a stone access drive, a SBR treatment tank with cover, and Emergency Generator. The WWTP will also include an gravity outfall pipe that will discharge into the St. Lawrence River. A new Pump Station will be located along the shoreline of Heart Island. 1,600 linear feet of dual containment forcemain will connect the Boldt Castle Pump Station to the new Fern Island WWTP. A new Pump Station will be located on Yacht House Island, 330 linear feet of forcemain will connect the Yacht House Pump Station to the dual containment forcemain on the northern portion of the Yacht House Island. The decommissioning of the Boldt Castle Wastewater Treatment Plant on Heart Island and the Yacht House Wastewater Treatment Plant on Tennis Island North will be done following the construction of the new Fern Island WWTP and Boldt Castle Pump Station.

The project is located on Tennis Island North, Fern Island, Yacht House Island, and the northwest portion of Heart Island in the Town of Alexandria and Village of Alexandria Bay, New York.
