Shandaken SPDES Semi-Annual Meeting

The New York City Department of Environmental Protection (NYC DEP) is pleased to announce that the next semi-annual public meeting, held per the Shandaken SPDES permit, will be on Wednesday, February 14th at 10:00 a.m. at the Shandaken Town Hall, 7209 Route 28, Shandaken, NY. NYC DEP will discuss the progress of activities conducted pursuant to the SPDES permit. In case of inclement weather, the snow date is February 23, 2018 at 10:00 am.

Negative Declaration

Dutchess County - The Town of Poughkeepsie Planning Department, as lead agency, has determined that the proposed Underhill Solar, LLC will not have a significant adverse environmental impact. The action involves a site plan approval for a 3,000 ± kW solar photovoltaic array ground-mounted system on a 17.6 ± acre lease area.

The project is located at 122 and 130 Underhill Road in the Town of Poughkeepsie, New York.

Orange County - The Town of New Windsor Planning Board, as lead agency, has determined that the proposed Jointa Lime Hot Mix Asphalt Plant will not have a significant adverse environmental impact. The action involves a site plan review and approval for the continuation of a temporary Hot Mix Asphalt Plant on Town of New Windsor property. It was determined the Sit Plan review and approval is being sought prior to the new lease agreement execution. The project is located on the west side of World Trade Way in the Town of New Windsor, New York.

Ulster County - The Town of Marbletown Planning Board, as lead agency, has determined that the proposed Rones LLA will not have a significant adverse environmental impact. The action involves a lot line adjustment to reconfigure two (2) existing lots which create no new lots. The properties located in the R-3 and R1 zoning districts adjacent to the High Falls Historical District.

The project is located 12 and 16 to 24 School Hill Road in High Falls, Town of Marbletown, New York.

Positive Declaration

Sullivan County - The Town of Mamakating Planning Board, as lead agency, has determined that the proposed Cypress Creek - Sugar Gum and Dunntown Solar may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared.

The applicant proposes to construct two (2) new, separate freestanding photovoltaic (solar) array systems consisting of ground-mounted, solar photovoltaic panels on two sites in a fixed-tilt tracking configuration on an 83 acre combined site. The subject properties within the Mountain Greenbelt (MG) zoning district. These sites are separate but contiguous parcels and are being viewed as one project to examine the cumulative impacts.

The Dunntown Solar LLC site is a 44.9 acre site with a proposed 4.66 acres of solar panels, expected to produce approximately 2 MW of power. The parcel contains 40.28 acres of mature forest and 5.6 acres of wetland. This site development proposal includes the access road through the narrowest portion of wetland, which will connect the Dunntown and Sugar Gum project sites.

The Sugar Gum Solar LLC site is a 38.75 acre site with a proposed 3.84 acres of solar panels expected to produce approximately .9 MW of power. The parcel contains 38.16 acres of mature forest and 4.41 acres of wetland.

The construction of the system will involve driving posts approximately 6 to 10 feet into the ground, or at depths appropriate for frost conditions, every 12 to 16 feet, and mounting panel racks to the posts. Access to the site will require crossing a federal and state-regulated wetland on the Dunntown site to provide access to both this site and the adjacent site. Installation and operation of the panels will require the applicant to clear cut a combined 29.68 acres of mature, successional forest from the site.

The project is located 904 and 905 Mount Vernon Road in the Town of Mamakating, New York.

Notice of Acceptance of Final EIS

Dutchess County - The Town of Poughkeepsie Planning Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed MacDonnell Heights Town Center. The action involves development of a Town Center as a mixed-use, pedestrian friendly, residential and commercial development with up to 390 residential dwelling units in apartments and townhomes; 85,000 to 180,000 square feet of commercial and non-residential space, recreational amenities, parking, and water supply, sewage collection and treatment, and storm water control facilities.

The project is located 928, 932, 935 and 936 Dutchess Turnpike and Victory Lane in the Town of Poughkeepsie, New York.
