Project Description:

The applicant proposes to operate a 10 acre life-of-mine bluestone mine in an area that was previously an old quarry. Mining will be accomplished through the use of excavators, bulldozers, trucks, rock drills and blasting. No processing is proposed at the mine site. Reclamation will return the area to benched meadow. The site is located on Silver Lake Road approximately 0.4 miles north of Roods Creek Road intersection.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Feb 23, 2018.

Project Description:

The applicant proposes to install a new box culvert within the Class C Gorge Creek. The culvert is proposed to begin as a 5' x 10' box culvert and transition to a 5' x 12' culvert to accommodate stormwater runoff for a length of approximately 560 LF. Approximately 140 LF of gabion baskets are proposed to be installed between the creek and the school ball fields. Approximately 935 LF of stream channel is proposed to be expanded to a width of 12' and 135 LF of stream channel upstream of the culvert is proposed to be lined with concrete. Headwalls and wingwalls are also proposed for the new box culvert.

The project also includes an expansion of the Gorge Creek floodplain and the construction of a sedimentation basin upstream of the box culverts requiring approximately 15, 050 CY of excavation and 14, 300 CY of fill. The floodplain is proposed to be expanded along 1300 LF of stream including shifting 331-405 LF of the stream thalweg 20-30' south. Approximately 1800 LF of collection system and 21 catch basins are also proposed to be installed.

This project is proposed to be completed in four phases. Work shall be completed in the dry by dewatering.
