Project Description:

The applicant proposes to expand and develop an existing 5.3-acre sand pit to include an additional 8.8 acres of land to the permit life of mine boundary. This facility is located within a 68.5-acre parcel of land owned by the Town of Lisbon and located south of Sand Road, approximately 3,000 feet east of Hardscrabble Road. The sand pit is immediately adjacent to the St. Lawrence County Sheriff shooting range. The mine is intended to operate as a traditional surface extraction of the Adams sand and Naumburg loamy fine sand soil types. Mining is proposed to take place above the local water table. Excavation will be done by excavator and front end loader, standard for sand mining operations. Minimal processing of the sand is anticipated, with a low volume screening plant to be used. Mining is proposed to remove approximately 30,000 cubic yards of sand over an estimated 5-year operational life of mine. Final reclamation will restore the site to open space. Sand exposure will be graded and soils will be spread and then seeded with a perennial grass seed mixture. The reviewed life-of-mine area is 14.1 acres.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Feb 16, 2018.
