The applicant is proposing to modify an existing Mined Land Reclamation Permit. The applicant proposes to mine an additional 19.4 acres, which would increase the Life of Mine from 13.5 acres to 32.9 acres on a 104.6 acre parcel. A 5.5 acre pond with a maximum depth of 40 feet and a vernal pool/wetland habitat of .55 acres with a depth of 3 to 4 feet would be created. Ultimately, the entire mine would be reclaimed to a lake, vernal pools, wetland and native vegetative buffer areas, to provide a diverse wildlife habitat. The address is 144 Old Country Road, Speonk, (SCTM # 900-327-1-6). The project area is generally located east of Speonk-Riverhead Road in Speonk (s/o Sunrise Highway & n/o Evergreen Avenue), Town of Southampton, Suffolk County, NY 11972. This current proposal is limited to north of Evergreen Avenue.

Project Description:

The applicant proposes to redevelop a 3.7 acre parcel of land into a Marine Waterways Access Site. A portion of the site was formerly occupied by a restaurant that has since been demolished and a parking lot. The site is located at the mouth of Mill Creek and Shelter Island Sound. The proposed project will provide the public with boating and fishing access, and includes installation of a double lane concrete boat ramp and gangway/floating dock, canoe/kayak launch, access path, fishing/observation pier, picnic area, marine pump station, paved parking area, and boat wash down station. Installation of the launch ramp will result in the filling/loss of an approximately 2000 square feet area of vegetated tidal wetlands and shoals/mudflats/littoral zone. As mitigation, the applicant proposes to create tidal wetlands at a 2:1 ratio at the eastern end of the property. The applicant also proposes stormwater retention by installation of a bioswale. The project is located at 750 Old Main Road, Southold, Town of Southold, SCTM# 1000-56-06-8.2. 8.7 & 9.2.
