Updated Inter-Agency Guidelines for Implementing Best Management Practices to Control Invasive Species on New York State Department of Environmental Conservation (NYS DEC) Administered Lands of the Adirondack Park

The Inter-Agency Guidelines for Implementing Best Management Practices to Control Invasive Species on NYS DEC Administered Lands of the Adirondack Park document provides updated guidelines that establish best management practices (BMPs) for the control of invasive species on state lands in the Adirondack Park, while ensuring that such management activities do not alter the "forever wild" character of the Forest Preserve. The BMPs have been developed pursuant to, and are consistent with, relevant provisions of the New York State Constitution, the Environmental Conservation Law, the Executive Law, the State Environmental Quality and Review Act (SEQRA), the Adirondack Park State Land Master Plan, and all other applicable rules and regulations, policies and procedures.

Comments are welcome and will be accepted by the contact person until February 16, 2018. The draft update to the Best Management Practices is posted on the web at: http://www.dec.ny.gov/lands/74115.html.

Negative Declaration

Saratoga County - The Town of Halfmoon Town Board, as lead agency, has determined that the proposed Town of Halfmoon Local Law Amendments (Zoning, Subdivisions, Construction & Animal Control) will not have a significant adverse environmental impact.

The action involves approved amendments to several chapters of the Halfmoon Town Code, affecting zoning, subdivisions, construction and animal control. The project is located throughout the Town of Halfmoon, New York.

Saratoga County - The Town of Halfmoon Town Board, as lead agency, has determined that the proposed Pinebrook Hills Planned Development District (PDD) will not have a significant adverse environmental impact.

The action involves the The Pinebrook Hills PDD includes the following:

  • 66 single-family homes on approximately 90.3 acres, located adjacent to and westerly from Farm to Market Road approximately 1.4 miles northeast from the intersection of Farm to Market Road and NYS Route 9; provides public water and sewer.
  • Provides desirable connections to existing and future developments, including a connection to the north with a single-family residential subdivision (Van Wert Subdivision) and a stub road to the south for future connection to the adjacent lot to accommodate future development.
  • Reduces the length of Town owned roadways from the previously approved subdivision ("The Meadows of Halfmoon"), with the elimination of a cul-de-sac on the southwest portion of the site and the elimination of the extension of Angle Lane.
  • Eliminates development on Angle Ln. as previously approved and will preserve this land as common open space.
  • The Development Plan proposes preservation of significant open space along Farm-to-Market Road with a minimum of 100 feet from the ROW to the nearest lot. The proposed plan provides for an increase of contiguous open space from 36% to 74%.
  • Significantly increases preservation of environmentally sensitive areas from the previously approved for "The Meadows at Halfmoon". The proposed development eliminates nearly all disturbance to jurisdictional wetlands and steep slopes over 15%.
  • Almost all of the proposed lots back up against significant open space areas.
  • Includes a public benefit of 2,000 LF of 12" watermain along Staniak Road, an area currently unserved by municipal water supply.
  • Increase the size of the water connection along Farm-to-Market Road from 8" to 12" and extend the waterline south to Moreland Dr.

The project is located on Farm-to-Market Rd, approximately 1.4 miles northeast of the NYS Route 9 intersection in the Town of Halfmoon, New York.
