Draft Piermont Marsh Reserve Management Plan

Public comments are being accepted on the Draft Piermont Marsh Reserve Management Plan, which will guide management of the Piermont Marsh Reserve (the Reserve) for the next 10 years. The New York State Department of Environmental Conservation (NYS DEC) will consider all public comments as it finalizes the management plan. Located in southern Rockland County, the Reserve's 1,030 acres include the Hudson River estuary's largest brackish tidal marsh, a broad swath of adjacent shallows, and small areas of upland in the Village of Piermont.

Key elements of the draft plan include:

  • A large buffer of more than 200 acres of unmanaged marsh will be retained to provide storm protection for neighboring landowners.
  • Habitat restoration focusing on a 10-acre site at the center of the marsh, more than one-half mile from neighboring residential areas, will be treated to reduce the abundance of Phragmites and facilitate the return of native plants. If this project is successful in restoring native communities and meeting other performance benchmarks, then two adjoining 15-acre units will be treated (successively) over the next ten years to restore native ecological communities. The total potential restoration is 40 acres, which represents 15% of the marsh.
  • Stewardship projects, including eel passage at Ferdon Dam, rare species protection, and nest boxes are planned.
  • Access improvements will be explored, including a marsh boardwalk.
  • Educational programming will be expanded to include on-land and canoe programs, as well as presentations about marsh restoration and ecology.
  • Research and monitoring will focus on marsh ecology, resilience to sea level rise, impacts of restoration, and the marsh's role in protecting the Village of Piermont.

A public meeting will be held on Monday, February 5th, 2018 from 7:00 p.m. to 9:00 p.m. at the Piermont Village Hall, 478 Piermont Avenue, Piermont, New York to provide information about the draft plan and solicit comments. In case of inclement weather, the meeting will be postponed until Thursday, February 8th, 2018 and notification will be provided at www.hrnerr.org. Those unable to attend the meeting are welcome to submit comments by mail to: NYS DEC, PO Box 315, Staatsburg, NY 12580 or by e-mail to: hrnerr@dec.ny.gov. Comments on the plan will be accepted until March 1, 2018.

Negative Declaration

Dutchess County - The Town of Hyde Park Planning Board, as lead agency, has determined that the proposed Inn at Bellefield Hotel-Final Development Plan for Sub-Phase 1-A of St. Andrews Planned Unit Development (PUD) will not have a significant adverse environmental impact.

The proposed action involves an 11.93 acre area of disturbance for the construction of a 133 suite hotel and related access and utilities including the first phase of a Wastewater Treatment Plant and stormwater management. The proposed project is at the southwest corner of the 339.62 acre St. Andrews PUD site, and would substitute the hotel development for what was shown on the initial plans as retail and office.

The project is located on Albany Post Road in the Town of Hyde Park. New York.

Dutchess County - The City of Beacon Planning Board, as lead agency, has determined that the proposed River Ridge (Parcel L) will not have a significant adverse environmental impact.

The action involves the site plan approval for eighteen (18) residential attached townhouses to be subdivided into individual lots, plus one common lot, along with associated infrastructure including but not limited to landscaping, stormwater management facilities, lighting, off-street parking areas, and retaining walls.

The project is located 12 Ferry Street (Parcel L) in City of Beacon, New York.

Notice of Acceptance of Draft Generic EIS and Public Hearing - Public Comment Period Extended

Orange County - The Village of Maybrook Board of Trustees, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed of Introductory Local Law No. 6 of 2016 is to amend Chapter 210 of the Code of the Village of Maybrook, entitled "Zoning" to establish a Traditional Downtown Design (TDD) district. This document was prepared in accordance with Article 8 of the Environmental Conservation law and upon review by the Lead Agency, in accordance with provisions of Title 6 of the New York State Code of Rules and Regulations, Part 617, the Board of Trustees has determined that the Draft GEIS is adequate for public review.

The Draft GEIS will be made available at the Village Government Center, 111 Schipps Lane, Maybrook, NY during normal business hours as well as the George C. Bullis Community Center, 101 Main Street, Maybrook, NY.

A public hearing on the Draft GEIS, as well as Introductory Local Law No. 6 of 2016, entitled "A Local Law Amending Chapter 210 (Zoning) of the Code of the Village of Maybrook to Provide the Opportunity for Greater Economic Development within the Village", was held on November 27, 2017 at 7:00 p.m. or shortly thereafter at Village of Maybrook Senior Center, 914 Tower Avenue, Veteran's Memorial Park, Maybrook, New York.

The purpose of Introductory Local Law No. 6 of 2016 is to amend Chapter 210 of the Code of the Village of Maybrook, entitled "Zoning" to establish a Traditional Downtown Design (TDD) district, with associated updates to the Zoning Map, modifying the uses permitted in the business district.

Comments may be made in person at the public hearing. Written comments will be received until February 7, 2018 in the Village Clerk's office.
