Project Description:

The Town of Stafford and the Town of Bethany propose the joint Stafford Water District No. 11 and Bethany Water Distrcit No. 3 project along Transit and E. Bethany Leroy Roads in the towns. The water mains include open trenching adjacent area of state freshwater wetlands ST-19, ST-20 and ST-28 in the road shoulder and class C streams including White Creek. As a tentative determination, the Department seeks comments.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Stafford Town Board

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant proposes to place a 3,600 foot rock revetment in front of a failing 3,600 foot concrete and steel sheetpile breakwall at the condominium complex located at the north end of Canandaigua Lake. The rock revetment will extend approximately 8 feet outward from the wall, and will be located beneath a shoreline deck that runs along length of the project. It is anticipated that the project will be completed in several phases over a three year period, with the first and second phases (roughly 900 linear feet) to be completed in 2018.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
