Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility (ASF) permit for Wyeth Pharmaceuticals located in the Town of Champlain.

Wyeth Pharmaceuticals is surrendering their title V permit for the manufacture of pharmaceuticals, however proposes to continue operating the existing permitted boilers for heating needs under an ASF permit. The draft ASF permit includes four (4) boilers, each with a maximum heat input of less than 100 MMBtu. The boilers' primary fuel is natural gas with No. 2 fuel oil as backup.

The facility's potential to emit (PTE) Oxides of Nitrogen (NOx), Sulfur Dioxide (SO2), Carbon Monoxide (CO), Volatile Organic Compounds (VOCs), Hazardous Air Pollutants (HAPs) and PM-10 have decreased due to the closure of process equipment and minimal heating needs. In order to assure emissions are maintained below major source thresholds, NOx and CO emissions associated with the remaining combustion sources are capped at 75 and 52 tons per year, respectively. The facility is subject to requirements under 6 NYCRR Parts 201, 211, 225, 227, and 40 CFR Parts 60 and 63.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The Department has prepared a draft permit and made a tentative determination to issue an Air State Facility (ASF) renewal permit for the Lewis Quarry located in the Town of Lewis. This renewal permit was initiated to incorporate a 10-year renewal expiration pursuant to 6 NYCRR Part 201. The facility's potential to emit (PTE) for Oxides of Nitrogen (NOx), Sulfur Dioxide (SO2), Carbon Monoxide (CO), Volatile Organic Compounds (VOCs), Hazardous Air Pollutants (HAPs) and PM-10 have decreased due to the replacement of diesel powered electric generators with utility power. The fuel usage cap associated with the diesel powered electric generator now obsolete has been removed from the permit. All other production caps remain unchanged and continue to assure emissions are maintained below major source thresholds.
